Project Manager
Wycombe Hospital, High Wycombe Competitive salary plus benefits Permanent, full time Monday
- Friday Serco are recruiting for a Project Manager to join our team based at Wycombe Hospital. The key purpose of this role is to manage Hard FM projects (Capital and Lifecycle) over a wide range of values from inception to commissioning and handover to the customer, delivering to a high-quality standard of project management process and documentation.
Main Accountabilities:
- Managing a number of small programmes and projects to achieve the objectives within the agreed budget and timescales.
- Prepare service user briefs and terms of reference for potential projects, identifying the user service requirements, objectives to be achieved and standards (HTMs and HBNs) to be met.
- Produce feasibility reports, business cases and project initiation documents for consideration by the customers.
- Ensure costings and pricings for potential programmes and projects identified are produced within agreed protocols and to a standard format, including the production of tender reports.
- Produce detailed project plans, work programmes, specifications, schedules of work for tendering, within key milestone dates, including using computer applications as required.
- Undertake fee tendering for the appointment of external consultants in line with agreed protocols and processes and Serco Procurement governance and process.
- Direct and co-ordinate the work of architects, cost consultants, design engineers, property professionals, IT professionals, commercial and legal advisors/leads and stakeholders to ensure that project timelines and programmes are met, schemes are within approved budget and to the specified quality, standards, and legislation.
- Ensure all projects and programmes adhere to and are compliant with CDM2015 legislation, the RIBA Plan of Work and Serco Group, Division and Business Unit governance and approval processes.
- Ensure all contractors supporting Hard FM projects provide relevant RAMS, resource details and qualifications, and that all are checked for validity, compliance and required levels of qualification relevant to the role and work they are to complete as part of the project, challenging contractors where non-compliant, before approving.
- Ensure no contractors or external resources supporting Hard FM projects are allowed on site without being granted the relevant Permits to Work beforehand.
- Make sure all technical work completed within the projects are reviewed and signed off by an appropriate Approved Person (AP).
- Seek support from specialist CDM consultants where there are significant very high risk and complex elements of works, ensuring their time, effort and costs are included and allowed for in the scope of works, detailed project plan and detailed costs and price.
- Ensure that the correct contract documentation is prepared, and procedures implemented and followed for programmes and projects throughout the full range of the contracting process.
- Manage the relationship where relevant and required with customer representatives including clinical and non-clinical staff, external contractors, and all parties affected by the works, throughout all stages of the projects and programmes.
- Co-ordinate the commissioning of the programmes and projects including post-contractual works, removals, relocations etc. ensuring full acceptance and sign-off by both the user department and the internal support departments.
- Use relevant governance for project based on the size, complexity, degree of risk and financial value (cost and price).
- Prepare monthly reports on progress against capital spend and against the agreed programme as required.
- Support the customers’ business, programme and project boards and contribute to a wide variety of initiatives with particular emphasis on feasibilities, capital programming and implementation groups as appropriate.
- Co-ordinate inputs from Serco professional colleagues at all stages of the project including Fire, Energy Management, Facilities, Information and Communication Technology (ICT), Procurement and customer teams including Health and Safety (H&S), Infection Control (IC) etc., resolving conflicts or contradictions within the scope of the programme or project.
- Work with risk and escalate to the Head of Hard FM Projects where the programme or project is at risk on delivery, health and safety, cost, or compliance.
- Consider the impact of energy consumption, sustainability, conservation, and environmental aspects regarding the development of all programmes and projects.
- Manage professional teams, individual professional appointments, contractors, sub-contractors, liaise with customer and Serco colleagues and undertake post programme and project evaluations.
- Contribute to the successful delivery of the team’s Key Performance Indicators.
- Participate in and where appropriate lead compliance audits, ensuring that corrective actions are completed where required by both Serco and customers.
- Understanding and implementation of Serco Divisional, Business Unit and local policies and procedures.
- Undertake any other duties and training required to successfully fulfil this role.
What you’ll need to do the role:
- Working towards relevant degree, higher qualification relevant to the Hard FM project management environment and/or equivalent experience.
- Relevant project management qualifications (Prince2, APM).
- Evidence of continuing professional development (CPD).
- Effective communicator across different levels internal and external to the business, understanding the requirement to engage with colleagues and customers in a clear, consistent, and professional manner.
- Understanding and implementation of statutory and non-statutory compliance requirements within the healthcare or related environments.
- Strong project and budget management skills.
- Possession of creative problem-solving skills.
- A knowledge and understanding of Private Finance Initiative (PFI) type relationships and how sites operate.
- A strong working knowledge and understanding that can be demonstrated through experience of CDM2015 and how it is embedded in Hard FM projects.
- Excellent working knowledge of Microsoft products
- Experience of project management including budget management over a wide range of values.
- Experience and demonstrable skills in financial management.
- Experience of documentation and associated protocols necessary for managing the contract process.
- Experience in using Computer Aided Facilities Management (CAFM) systems and how their use is part of how a Hard FM project is managed and impacts of projects delivered on CAFM data.
- Full driving licence.
- Requirement to travel and work throughout the geographical area served by the Serco ASP contract as and when required.
