The council is seeking to recruit a permanent HR Services Manager who will provide leadership, guidance and general management to managers and staff within HR Services and will be responsible for the delivery of a comprehensive HR Service across the council, including the provision of advice to the council in relation to job evaluation, pay structures, conditions of service, HR policies and procedures, recruitment and selection, delivery of the Council's Equality Schemes and HR administration such as contractual changes and contracts of employment. The successful candidate will also be responsible for ensuring the development and roll out of new employment policies and the review of existing policies and procedures. The successful candidate will also be responsible for the management and control of the council's payroll processing and production activity and the provision of a comprehensive Occupational Health and Safety service to all employees. A high level of interpersonal skills with the ability to communicate at all levels is required, together with a proven track record of achievement and innovation in the delivery of HR Services. The successful candidate must be able to work under pressure and be able to liaise with the recognised Trade Unions, to negotiate and manage potential areas of conflict.
