Development Officer with a Housing association in Birmingham
(Very Hybrid)

Role Profile Development Officer Job Purpose:
• To ensure that the HA delivers an excellent Development Programme
• To ensure all development files up to date in line with Homes England requirements.
Responsibilities
• Provide support during the handover process including attending handover.
• Process all development invoices on our finance software, EBIS.
• Produce Development Appraisals on our development appraisal software, Proval.
• Provide administrative support to the Head of Development and keep internal records up to date including SharePoint.
Development Finance
• Create and process all Purchase Orders and deal with all enquiries and queries.
• Produce paperwork to set up new suppliers.
• Set up and attend monthly cashflow meetings with Finance.
• Check and pay all invoices.
• Obtain and send development cashflow updates to Finance.
Communication, PR and record keeping
• Set up monthly Development Liaison Meetings (DLM) meetings, produce the agenda, attend and take notes. Keep the DLM teams channel updated.
• Maintain and update the Development PR Plan including Social Media and PR.
• Draft press articles for approval. Take photos/produce images for LinkedIn and other social media outlets.
• Liaise internally to keep our website up to date.
• Arrange signing of contracts/deeds/collateral warranties – emailing and posting hard copies, traveling by car to collect and drop off documents.
• Keeping SharePoint and development folders up to date.
• Maintaining the Contracts Register.
Programme Management
• Provide support during the handover process including attending handover.
• Provide support during audits.
• Attend Pre-Tenancy Workshop’s and sign-up meetings with prospective tenants.
• Maintain and update our Handover Sheet.
• Complete forms relating to Homes England claims.
• Manage defect queries and produce scheme out-turn reports.
• Obtain RICS reports and valuations.
• Produce appointment letters for consultants.
Experience and knowledge
• Experience of working in the development department of a housing association
• Knowledge of Homes England funding requirements.
• Intermediate building technical knowledge and experience.
• Have a working knowledge of financial systems.
• Basic understanding of Proval or similar development software.
• Have ability to attend site meetings through own resources.
