The Organisation: Rossie is a registered charity, located close to Montrose, Angus. We are a multidisciplinary organisation with a high local, regional and national profile. We provide education, care, health and specialist psychological services to the most vulnerable young people across Scotland and the UK. Our young people are placed in our care via the Children Hearing Panels or Courts. The Role: A very exciting and unique opportunity has arisen for an experienced and talented professional to be part of the Senior Leadership and Management Team (SLMT) as the Service Development Manager – Interventions, Health and Staff Development. This vacancy has arisen as our current post holder is retiring at the end of March 2025.
We are looking to recruit an experienced, ambitious, resilient, corporate and committed senior leader. Reporting directly to the DCEO, you will lead and manage a multidisciplinary team of staff. The staff disciplines include psychology, specialist intervention practitioners, healthcare professionals and the learning and development team. JOB DESCRIPTION:
As the Service Development Manager - Interventions, Health, and Staff Development (SDMIHSD) you will have lead responsibility for the development, oversight and management of two professional teams – the Specialist Interventions, Health and Wellbeing (SIHW) and the Learning and Development (L&D) Team. Within the SIHW team, you will have oversight of all psychological, health and specialist interventions provided to our young people. This will include ensuring appropriate ethical and professional standards are met as set out by the Health and Care Professions Council (HCPC) and the British Psychological Services (BPS) Code of Ethics and Conduct. You will proactively engage in collaborative work with Care and Education to deliver multidisciplinary services to all our young people. You will be the key relationship manager for GP, dental services and NHS Tayside. You will have oversight of the L&D Coaches as well as direct line management of the Quality, Improvement and Wellbeing Manager to ensure effective delivery of the training agenda in line with the organisational Business Plan.
Lead and oversee the operational performance and service delivery requirements of the SIHW team in line with the Business Plan strategic objectives:
* Lead, develop and manage an expert, high quality team ensuring effective delivery and ongoing development of SIHW strategies to our young people.
* Monitor, research and assess the profile of our young people to inform service planning.
* Ensure proactive delivery of SIHW objectives in line with Rossie’s Business Plan.
* Ensure SIHW team collaborate with Care and Education teams, to develop/deliver individualised formulations and achieve holistic outcomes for our young people.
* Ensure SIHW team participate in all admission/transitions of young people, referrals to external agencies, including CAMHS and other specialist services.
* In consultation with the SIHW team, assign and manage caseloads, minimising delays in assessments, formulations and interventions.
* Manage and supervise the SIHW team, set objectives in line with annual appraisals and retain oversight of clinical supervision.
* Develop and review policies and procedures relevant to the SIHW service, promoting these with Care and Education colleagues to achieve consistency of application and service improvement.
* Provide reports to the Board of Governors (BOG), Chief Executive Officer (CEO) and Senior Leadership Management Team (SLMT) in relevant areas of responsibility.
* Proactively develop relationships with external health providers inclusive of local GP, dental services and NHS Tayside to ensure appropriate services are maintained/enhanced for our young people.
Provide effective line management to the Quality, Improvement and Wellbeing Manager (QIWM):
* Manage and support the development of the QIWM role to prepare for all organisational inspections.
* Ensure the QIWM develops the L&D Coaches to provide ongoing high quality training outcomes for all employees at Rossie.
* In consultation with the DCEO, develop and review policies and procedures relevant to the L&D Coaches to ensure consistency of application and service improvement.
* Along with the QIWM, ensure the development of effective quality improvement processes in line with Rossie’s Business Plan.
* Senior management oversight of the effective delivery of all quality assurance, improvement and wellbeing objectives.
* As directed by the DCEO, provide input to reports to the BOG, CEO and SLMT in relevant area of responsibility pertaining to quality improvement.
Oversight of the L&D Team:
* As service leader, ensure proactive communication with the DCEO on all training initiatives in a timely manner.
* Oversee the development of the annual CPL calendar for all departments.
* In tandem with the QIWM, ensure proactive delivery of L&D objectives in line with Rossie’s Business Plan.
* As directed by the DCEO, provide input to reports to the BOG, CEO and SLMT in relevant area of responsibility pertaining to learning and development.
Senior Management Corporate Tasks:
* Within your area of responsibility, positively engage in Rossie’s recruitment, selection, induction, and retention initiatives to ensure a professional team.
* Within your area of responsibility, actively attend to your employees by the application of relevant policies including, but not restricted to, attendance management, employee performance monitoring and internal investigations.
* Ensure appropriate oversight of delegated budget whilst ensuring service development and delivery is in line with Rossie’s financial regulations.

* With the prior approval of the DCEO, actively engage and participate in national and local practice initiatives ensuring Rossie contributes to national strategies and service developments.
* Coordinate and participate in the senior on-call rota, providing emergency cover for the Duty Manager.
