This is an exciting opportunity to lead, manage and develop the efficient and effective delivery of service relating to the Joint Safety Camera and Central Ticket Office, the Police Prosecution Team and Roads Collisions Support Team, driving performance to achieve the goal of improving road safety.
The core responsibilities of the role are:
* To lead, manage and develop the performance of the following teams across Norfolk and Suffolk taking line management responsibility for the respective team leaders:
o Norfolk Safety Camera Team (income funded)
o Suffolk Safety Camera Team (income funded)
o Joint back office Safety Camera Team Support (income funded)
o Central Ticket Office (CTO)
o Roads Collisions Support Team
* Implement, monitor and develop policies, practices and procedures to ensure that the teams operate efficiently and effectively within the expected timescales and in accordance with current legislation.
* Ensure that the self-funding teams continue to be sustainable by achieving income/expenditure targets through community focused, evidence led enforcement and appropriate diversion.
* Monitor and drive performance across all teams to ensure that offences are investigated, and outcomes determined within statutory time limits.
* Deal expeditiously and thoroughly with complaints from members of the public.
* Support the development of digital working including the efficient and effective use of CRASH, PENTIP, ATHENA and further developing the use of technology in the CJS.
* Manage staff and resources to ensure they are deployed to best effect and operate jointly wherever appropriate aligning processes and goals where possible to deliver consistent and positive outcomes for the public.
* Work with the Head of Department in relation to budgetary and financial management of the teams and participate in financial planning and the identification of efficiency savings.
* Communicate effectively to staff and put emphasis on customer satisfaction and providing a high quality of service.
* Work collaboratively with internal and external partners (including Roads and Armed Policing, County Councils and the Offices of the Police and Crime Commissioners) to develop, implement and support initiatives to improve Road Safety across Norfolk and Suffolk.
* Be fully conversant with current legislation, national practice and procedures in relation to the work of the Safety Camera teams, Central Ticket Office and RCST.
* Participate in internal reviews and support continuous improvement, realisation of efficiency savings and related issues.
* Make prosecution or diversion decisions in complex or sensitive cases and manage high level escalations, giving advice to staff and working with external CJS partners (the Crown Prosecution Service (CPS) and His Majesty’s Courts and Tribunals Service (HMCTS) where appropriate).
* Create an inclusive culture in which staff feel empowered.
* Represent the Constabularies at various national, regional and local forums.
* To Deputise for the Head of CJS where necessary.
* Any other duties that are commensurate with the role and grade as may be requested by management.
It is essential that applicants meet the following criteria:
1. Significant management experience within a complex business environment.
2. An understanding of the criminal justice system including road traffic matters and experience of working in a multi-agency partnership environment.
3. Previous experience of effectively leading, managing and developing teams to deliver key organisational priorities with an emphasis on quality and customer care.
4. Ability to create inclusive working environments in which staff are empowered and valued.
5. Experience of resource and budget management, including HR issues and the delivery of services to achieve income targets and efficiency savings.
6. Highly developed interpersonal skills with experience of communicating effectively at all levels.
7. Organisational skills including the ability to research, plan, review and implement changes in policy, procedure and more efficient business processes through continuous improvement.
8. Problem solving skills.
9. Ability to fulfil the travel requirements of the post across Norfolk and Suffolk as required.
It is desirable that applicants meet the following criteria:
1. Previous experience of working in a police or legal environment.
2. Experience of managing and delivering projects.
3. Possession of a relevant management qualification.
Hours of work are 37 per week Monday to Friday.
