Position Objective The Internal Audit Department is an independent unit, functionally reporting to the Board of Directors and administratively reporting to the President. It serves as the Bank’s third line of defense for risk management and is responsible for providing objective and unbiased assurances and advisory on the organization’s risk management framework through the independent assessment of its financial, operational, administrative, control, and governance practices. The Department also advises different departments to provide solutions addressing control weaknesses and attests the correction of audit issues. These services are critical to ensure that NDB is able to execute its development mission with managed risk while building its reputation as a trusted partner to its member countries. The Principal Professional, Internal Audit is responsible for planning, and conducting risk assessments, assurance audits, non-assurance engagements, including advisory ad hoc consultancy. This position supports the Chief, Internal Audit by adding technical expertise on Internal Audit engagements, challenging the internal control and risk management environment, and coordination of teams of auditors (internally or through external auditors) in the execution of engagements. Duties and Responsibilities Purpose Empower the team with knowledge of operations, policies and procedures in the banking and financial services industry and expertise on internal controls, risk management, audit techniques and frameworks. Lead and manage a diverse workforce in the audit lifecycle. Add capabilities of strategic thinking, leading change, problem solving, communication, conflict management, resolution, and interpersonal skills to achieve objectives and goals. Ability to work independently, proactively, and with analytical skills. Engagement Contribute to fostering a positive climate and teamwork collaboration adding experience from working in relevant multi-cultural work environment. Bring business knowledge acquired from a master’s degree or equivalent in a relevant field of audit, risk management, accounting or finance etc. from a reputed university or a professionally qualified accountant. Relevant certification/s from globally recognized certification agencies in the related field of audits, IT audits, risk management would be preferred. Support the revision of the internal audit charter and policy, drafting annual audit plan, audit operating procedures (guidelines) for conducting audits across business and support functions. Proactively stay abreast of audit methodological evolution to identify, propose, and implement enhancements to the audit methodology, suggesting adoption of new standards, regulations, trends, and international best practices. Guide, liaise and coordinate with external auditors when required, managing their access to relevant audit information and providing necessary documents in line with the Bank’s policies. Review and ensure the quality of the work conducted by external auditors in cosourced or outsourced assignments. Delivery Design and revise templates to conduct an effective audit/engagement across the organisation including lending & operations, treasury, support functions, risk and controls functions of the bank. Conduct the internal audit as per the annual plan or a non-assurance engagement individually or through the team or through a third party. Prepare timely audit/review reports providing a clear articulation of residual risks reporting upon issues of control design and control effectiveness, for consideration of the Board and management. Identify and report upon control gaps, process challenges and document suggestions for improvement. Perform systematic monitoring and assessment of the banks’ risks Monitor, follow-up, and report on the status of implementation of recommendations resulting from audit findings. Provide realistic recommendations to the management on enhancing the safeguards of the Bank’s operations against fraud, internal norms violation and maximizing operational efficiency Conducting and recording the stages of all audits /non assurance engagements on audit software/application Participate in industry forums, share and implement the best practices within internal audit and respective stakeholders within NDB. Assisting the maintenance and enhancement of the department’s quality assurance and improvement program. Assisting or being responsible for conducting administrative tasks such as: Drafting status reports for onward submission to management /Audit Risk & Compliance Committee. Conducting procurements of services and providing payments for the department’s vendors in coordination with relevant areas. Analyzing, updating and reporting the budget for the department. Other duties and responsibilities assigned from time to time. Requirements Master’s degree in a relevant field. Professional Certification as a Chartered Accountant (CA), Public Accountant (CPA), Internal Auditor (CIA) or CISA, CRA, equivalent, etc. in one of the member countries. At least 9 years of relevant experience obtained auditing institutions from regulated public, private sector and financial industry. Relevant experience in a multilateral development bank or equivalent or regulated private/public sector financial institution or consulting firm with experience in internal audit. Familiarity with international finance regulations and best practices. Experience in conducting audits of lending activities, information security, risk management in development banking or banking domain is preferred Fluency in English essential to communicate in writing and speaking. Knowledge of a second language (preferably from one of the NDB member countries) desirable.
