J ob Title: Procurement Officer – eProcurement Systems and Information Hours: 37 Salary: HC7 £31,067 - £35,235 Contract: Permanent Closing date: 25/11/2024 Interview date: 05/12/2024 We are looking for an enthusiastic individual to join the Commercial Services Team at Herefordshire Council. This is a dynamic, multi-skilled team which provides council directorates with procurement and contract management support. As Procurement Officer for eProcurement Systems and Information, you will be responsible for the development and management of a range of eProcurement systems and information sources to support the delivery of procurement and contract management activity across the Council. You’ll be joining us at an exciting time. With the introduction of the new Procurement Act in February 2025, there will be significant changes to the way the Council buy goods, works and services. As part of this, you’ll play a leading role in helping to ensure a smooth transition of our policies, procedures, and systems, whilst also supporting the achievement of the council’s day to day activities and delivery plan. What you’ll be doing: You will manage and proactively seek to improve the council’s e-procurement and information systems, ensuring compliance with statutory requirements and delivery of efficient e-procurement processes. On a daily basis you will provide specialist accurate advice and guidance to council officers, elected members and partner organisations. You will work with internal departments to maintain the corporate contracts register ensuring that new contracts are added in a timely manner and reviewed throughout their lifetime. On a quarterly basis you will publish the register to the council’s website in accordance with transparency requirements. You will assist with all types of procurement spend analysis, ensuring spend activity is compliant with relevant procurement regulations and contract procedure rules. You’ll be responsible for ensuring the content of the procurement intranet and webpages are up to date, and that all information regarding eProcurement systems such as the e-tendering system is accurate and easy to understand. In the role you will develop and deliver training on procurement and system related matters to all parts of the council as may be required so that understanding of procurement expertise is enhanced. You will maintain records of information such as FOI requests, contract variations, extensions and exemptions to assist with reporting requirements and compliance monitoring. The skills required to be successful in this role: You will have a good understanding of e-tendering and e-procurement systems and will have excellent ICT skills including a good working knowledge of the Microsoft suite of applications, particularly Word, Excel and PowerPoint. You will have a clear understanding of government procurement regulations and have knowledge of the latest purchasing techniques and legislative changes. You will be able to analyse and assimilate information, producing appropriate reports from that information to help inform performance management and procurement strategies. The role requires you to have excellent numerical, written and oral communication skills with particular ability to explain complex processes and procedures and to write effective, clear and concise reports. You will have excellent interpersonal and influencing skills and ability to build relationships and work collaboratively with teams across the organisation to meet business requirements You will have a relevant professional or equivalent degree level qualification and be committed to undertaking relevant procurement and system related training to support the knowledge necessary to undertake the role.
