Serco has been awarded a major contract by the Ministry of Justice (MoJ) to deliver Electronic Monitoring Services across England, Scotland, and Wales. The contract is valued at £187 million over six years.
This initiative supports offender monitoring and aims to enhance public safety by integrating a data-driven, technology-led approach. The services include managing the installation, removal, and monitoring of electronic devices.
The Data and Insights team is responsible for deriving actionable insights, deliver outcomes and monitor performance of the contract.
We are looking for a Head of Data & Insights join our Electronic Monitoring team and work closely with the Contract Director, stakeholders across the leadership team and the Enterprise Data Office to provide strategic oversight, leadership, and guidance in all aspects of data and insights for contract operational performance and data governance.
As Head of Data & Insights you’ll manage a team of MI Analysts, Data Quality Manager and analysts, and Performance Analysts responsible for the delivery of accurate and reliable insights, KPI reporting and ensuring high standards are maintained in-line with compliance with contractual obligations.
Your main responsibilities:
- Oversee the production and use of a suite of Management Information and Performance packs in line with operational reporting, KPI and contractual reporting, working with Enterprise Data Office for standardised tools and reporting.
- Establish and develop best practices in the presentation and delivery of management information, performance reporting and insights to identify and implement the most appropriate means to drive performance.
- Work with the Enterprise Data Office Data product leads, BI developers, and SMEs to ensure reporting solutions are fit for purpose.
- Oversee the implementation of a Contract Data Quality Framework, Processes and Data Quality Issue Resolution and Monitoring collaborating with teams to ensure data quality is appropriately managed for core and critical data sets.
- Ensure Data Governance processes are adopted, with Data Owners and Stewards assigned, feeding into data governance forum to help shape data governance framework alongside stakeholders.
- Manage stakeholders and attend/support other management meetings where appropriate.
- Optimise and monitor contract performance and KPIs including operational reports, dashboards, performance packs and contractual reports.
- Own a suite of reporting including key risk and performance indicators working, collaboratively with the Enterprise Data Office to build new / enhance as required.
- Direct the team in the provision of reliable timely actionable insights that predict future trends by identifying areas for improvement, analysing complex data's sets and leveraging advanced analytics.
What you’ll need to do the role:
- You will have experience working as a Head of Data and Insights or similar within a criminal justice or public safety sector.
- Excellent problem-solving and analytical skills, with the ability to create innovative ideas and solutions to problems.
- Good knowledge of current data related techniques and technologies, data quality standards, legislation, and best practice
- Proven experience in successfully leading data analyst and decision support teams, specifically in data insights, performance reporting and management reporting.
- Experience defining and implementing data quality rules and frameworks (e.g. DAMA)
- Experience in creating and maintaining data management artefacts such as glossaries, definitions, standards, and lineage.
- Demonstrable experience of creating business requirement driven insights and ensuring the quality and consistency of output, and well-versed in being able to provide guidance to teams on how to surface insights as well as data driven recommendations to drive change and improvement.
- Experience of data analytics tools e.g., Microsoft PowerBI, SAP Analytics Cloud, SAP Analysis for Office and other leading visualisation tools.
- A Bachelor’s degree especially in a numerate discipline or engineering field is expected; A Masters in equivalent disciplines such as information management, mathematics, statistics, or an engineering discipline is highly desirable.
- Ability to travel (a valid UK driver’s licence is essential)
The role may require regular office hours, but flexibility in schedule might be necessary due to the nature of the position, which could involve responding to urgent situations.
