Resettlement is a start-up, non-profit Housing organisation based in Berkshire. We work alongside partner organisations and LAs to support refugees and asylum seekers who are at risk of homelessness. We are a small team who are passionate about supporting sanctuary seekers transition to life in our communities and making the UK a more welcoming place.
Role Description
Contract Type: Part-time, 2-3 days a week, permanent
The Housing Manager will be responsible for day-to-day tasks related to managing housing facilities, coordinating tenant needs, engaging with landlords and contractors, and ensuring smooth operations. This role will be home-based, with an in-person housing inspection taking place once a week in Reading, Berkshire. Full driving licence and access to a car would be useful for this role.
You will be working independently, reporting in directly to the MD. You will also work closely with our Support Worker in order to anticipate the progress of occupants, renewing their licences at regular intervals depending on their progress, assessing likely 'move on' dates, and facilitate their check out and replacement check ins. At the moment, we have 9 units and we hope to expand this in the coming months up to 18 units.
Duties include:
* Setting rent levels, overseeing rent collection, and implementing strategies to minimise arrears.
* Conducting tenant interviews and providing guidance on tenancy agreements, landlord-tenant relationships, benefits, and housing options.
* Inspecting properties and assessing maintenance and repair needs.
* Processing applications for housing repairs and improvements, ensuring tenants are informed of decisions. Issuing and paying invoices on behalf of the company.
* Managing repair and maintenance programmes, including improvement loans and grants.
* Handling reports of nuisance and anti-social behaviour, gathering evidence, and referring cases to the relevant enforcement teams.
* Preparing legal cases and representing the organisation at court hearings when required.
* Enforcing tenancy agreements, addressing breaches, and overseeing eviction proceedings where necessary.
* Managing abandoned tenancies, unauthorised occupants, and squatters.
* Processing housing applications and facilitating tenant transfers, onboarding new tenants with appropriate right to rent checks.
* Collaborating and liaising with resident groups, local councillors, social workers, estate agents, landlords, and other third parties.
* Coordinating with caretakers, wardens, cleaners, and maintenance teams to uphold housing standards.
* Supporting and engaging with tenant and resident associations, attending meetings as required.
* Maintaining accurate records and preparing reports for management and stakeholders.
* Recruiting, training, and supervising housing staff while managing workloads effectively.
* Managing budgets and identifying opportunities for revenue generation.
* Assessing housing needs and developing strategies to address them.
* Evaluating the effectiveness of housing initiatives and making improvements where needed.
* Interpreting and implementing housing legislation, ensuring compliance with regulatory standards.
* Overseeing contractor performance and maintaining an up-to-date supplier list.
* Investigating and resolving tenant complaints promptly and professionally.
This role requires strong communication, problem-solving, and organisational skills, along with a commitment to providing high-quality housing and tenant support services.
The ideal candidate will be comfortable working independently and taking initiative. They will be ambitious and contribute to our expanding organisation.
Experience and Skills
* Previous experience as a Housing Manager or in a similar role
* Knowledge of housing management legislation, relevant government policy, and current housing issues
* Experience handling/demonstratable knowledge of social housing applications, such as EHB, HB, UC, and local authority landlord incentive schemes
* Highlight organised with an ability to create and adapt case management management systems to keep track of a small but complex case load
* Proficient in professional written and spoken English
* Experience in the migration or asylum sectors
* Ability to communicate in non-English languages (preferably Arabic, Farsi, or Tigrinya)
* Experience in a start-up organisation
* Already established connections with private sector landlords in Berkshire
* Lived experience of displacement
Working with us
We operate very flexible working hours. Our core hours are 9:00 - 5:00pm, Monday - Friday, but we are very happy to discuss different hours, or condensed working for the right candidate.
