About the Role
Haringey Council is currently seeking a Business Analyst to join our Digital and Change team within the Culture, Strategy and Engagement Directorate, focused specifically on Finance ERP and Procurement ERP systems. We are in search of a dedicated and passionate individual who can bring their analytical thinking and data-driven insights to drive meaningful change within our organisation.
Haringey is at the beginning of an exciting, high-profile ERP Programme with the vision of not simply replacing legacy ERP on a like-for-like basis, but instead creating an opportunity for operational Business and Digital Transformation supported by effective Change Management. Aligned to the Council's Digital Strategy particularly “Adopt not Adapt”, it will provide resilience in technology, more certainty about costs, reduce risk, and improve outcomes for our users.
As a Business Analyst, you will collaborate closely with decision-makers and council staff to translate requirements into practical solutions that align with Haringey's transformation goals and enhance Finance and Procurement system capabilities. You will inspire creativity and flexibility in the management and application of IT, supporting Haringey's mission of empowering residents and businesses through digital enablement.
Main Responsibilities
* Assist with the specification and design of Finance ERP and Procurement ERP systems, covering user needs, business objectives, scope, constraints, evaluation, and prioritisation of user stories, and identification and mitigation of technical risks.
* Research best practices for Finance and Procurement systems and assess their validity for the Council.
* Plan, arrange, and facilitate meetings, workshops, and relations with stakeholders, including end-users and frontline staff, during investigations and subsequent development work.
* Contribute to the specification of user/system interfaces and prototypes, seeking to optimise accessibility and usability, consistent with functional needs.
* Implement new processes from design to delivery that improve user/resident experience in Finance and Procurement functions.
* Contribute to service/business plans and planning/development activities.
* Assist with the detailed specification and modelling of recommended solutions using resources, standards, methods, and tools as required.
* Apply and maintain specific procedures and security controls to maintain confidentiality, integrity, and availability of business information systems and infrastructure components.
* Assist colleagues and other stakeholders to define user acceptance tests for new or improved business processes and IT systems.
* Support project managers with service/system reviews, strategy development, and design, and manage risks, issues, and dependencies related to Finance and Procurement systems.
* Develop acceptance criteria and support user acceptance testing by writing test scripts against acceptance criteria.
About You
You will have successfully analysed complex ERP business problems and opportunities across Finance, Procurement & HROD services, involving a variety of vendor platforms and ideally in a Local Government or public sector context. As such you are likely to hold an appropriate and advanced qualification in business analysis. We are seeking two outstanding individuals, the first to focus on the Finance & Procurement functions and the second to concentrate on HR & Payroll functions. You will also be experienced and capable enough to collaborate and share in the analysis of a third project focused on more non and cross-functional needs such as data including migration, integration, reporting, and training. We are looking for individuals who have:
* Experience collaborating with stakeholders to prioritise and clarify user stories with a clear understanding of requirements and priorities.
* Ability to coach others effectively in analytics and agile techniques, with experience improving agile teams through coaching and mentoring.
* Excellent understanding of software development fundamentals and agile delivery techniques, tools, and software (e.g., Jira).
* Strong communication, influencing, conflict resolution, and negotiation skills.
* Expert knowledge and experience developing digital services and processes, specifically for Finance ERP and Procurement ERP systems.
* Results-focused with excellent interpersonal skills to keep people energised and focused on delivering a great experience.
* Ability to make decisions and deliver under pressure.
* Creative and innovative in finding solutions to complex problems.
* Knowledge and experience of various digital technologies and software (e.g., Drupal, Halo, JavaScript, HTML, CSS).
* Expert in agile delivery processes and frameworks (Scrum, Kanban, DevOps).
* Proven experience and skill in people management and leadership roles.
* Ability to empathise with senior stakeholders and influence commitment to objectives.
