Job summary
An opportunity has arisen for the role of Clinical Director of Research and Development (CD R&D), leading the Trust into the next stage of its development as a research-active organisation, with a focus on a research-led improvement of care.
The Director of Research and Development will be directly accountable to the Trust Executive Medical Director for the safe and effective delivery of high quality research involving service users and carers as participants, including the safe delivery of clinical trials including pharmacological and non-pharmacological interventions. The postholder will lead the development and delivery of the Trust’s R&D Strategy.
The post will hold the status equivalent to that of a Specialty Clinical Director and will be expected to deputise where appropriate for the Executive Medical Director on matters relating to research and innovation.
The opportunity to apply for the post will be ring fenced to current senior Trust clinical professionals currently or previously appointed at Consultant level.

Job responsibilities
Strategic management
With the support of the Head of Research, lead the development and execution of the Trust’s long-term strategy for research and innovation.
Embed a research and innovation perspective into the Trust’s major strategic programmes of work.
Provide assurance to the Trust Board on the meeting of the Care Quality Commission's Well-Led standards for research.
Broker and develop relationships with an appropriate range of regional institutions in order to further the R&D Strategy and Partnership goals, to include other NHS providers and commissioners, Health Innovations Networks, NIHR Applied Research Collaborations, local authorities, other higher education institutions, the NIHR’s Research Delivery Network and funding programmes, the Research Councils, mental health research charities, and the Northern Health Science Alliance.
As part of a senior leadership team, lead TEWV/University of York Mental Health Research Partnership and other academic collaborations as they emerge.
Ensure research and innovation is embedded in the Trust’s education and training strategies.
Lead the development of the Trust’s approach to accelerating innovation, in collaboration with Academic partners, Health Innovations Networks, and other relevant institutions.
Support co-production of research with service users and carers at a strategic level.
Provide the Trust with national horizon scanning advice on R&D opportunities and developments, including that gained via participation in national networks such as the national community of NHS R&D leaders (UKRD).
Business management
Provide senior clinical research leadership of the Trust’s Clinical Research Facility, supported by the Head of Research and Associate Clinical Directors of R&D.
Set the strategic direction and priority for the delivery of portfolio studies of complex interventions within the Trust, including the development of services to deliver research in populations which lie out with the Trust’s current clinical pathways, working with key stakeholders.
Provide strategic oversight of performance in research against Department of Health and Social Care targets, NIHR Research Delivery Network objectives, and performance against all research-related contracts entered into by the Trust.
Ensure sustainable long-term research income generation and prudent management of R&D resources, to include strategic development of the Trust’s commercial portfolio.
Contribute to a shared strategy for income growth as part of the UoY/TEWV Mental Health Research Partnership senior leadership team.
Provide a 3 monthly report to the Medical Directorate Group on achievements and aspirations in research and innovation including business development.
Oversee the Trust’s strategic approach to Excess Treatment Costs for interventional clinical research and to regularly report to the Medical Directorate Group on effective delivery of this commitment.
Quality assurance and research governance
Lead at a strategic level the Trust’s compliance with Care Quality Commission Well-Led standards for research.
Ensure the Trust’s compliance with the UK Policy Framework for Health and Social Care Research.
Report to the Trust’s Quality Assurance Committee on research governance performance, and compliance with CQC Well-Led research standards.
Be a member of the following internal and UoY partnership groupings:
1. Research Governance Group (as Chair)
2. Executive Clinical Leaders Group
3. Medical Directorate Group
4. University partnership strategic meetings
To represent the Trust at external groupings including the following:
1. NIHR North East and North Cumbria (RDN) Partnership Group
Additional Duties
Provide with the Head of Research, an Annual Research and Development Report for the Trust Board.
Lead a senior leadership supercell for Trust R&D including Head of Research, Associate Clinical Directors and other delegated colleagues as appropriate.
Support the Associate Clinical Director in leading the group of Trust Research Leads for specialties and commercial research.
Provide line management for the Head of Research and Associate Clinical Directors, other appropriate colleagues, including supporting professional development and appropriate delegation of duties.
Maintain a strategic approach to the recruitment and retention of clinical academic posts with the University of York and other higher education institutions, including seeking new opportunities for growth and the agreement of priority areas for clinical academic development.
Ensure that appropriate senior professional groupings within the Trust such as the Senior Medical Staff Committee are regularly briefed on developments in research.
Support the Trust’s work on knowledge mobilization and implementation of research results including close working as appropriate with the Quality Improvement Team and other Trust departments.
