About the Role
To provide a professional procurement approach in the delivery of effective procurement in a category management structure, with a focus on maximising savings, increasing spend with local suppliers, and increasing targeted employment and training opportunities.
To provide support to Category Managers and Lead Procurement Officers in the delivery of the Category Strategy and complex procurement. To conduct procurement exercises for contracts with a value up to £2M.
To promote the Council's vision, values, aims, objectives, and priorities actively and effectively, putting our citizens first through the delivery of best value services.
About You
The ideal candidate will have:
* Working towards MCIPS qualification or equivalent knowledge, skills, and experience.
* Knowledge of tendering procedures including UK Legislation, other relevant legislation, and company Financial Regulations and how these relate to procurement.
* Knowledge of suppliers and commodities procured in the public sector.
* Experience of carrying out tendering procedures in accordance with company Financial Regulations and UK Legislation.
* Experience of carrying out negotiations with internal and external local authority staff and external suppliers.
* Ability to work with elected Officers up to a senior level, both from within the Council and from other authorities, to give advice on a range of procurement issues.
* Ability to use Microsoft Excel, Access, and other relevant software including e-tendering suite, specific contract software to produce reports and evaluate data.
