Job overview
NHS Norfolk & Waveney Integrated Care Board (ICB) and Norfolk County Council (NCC) have secured funding to develop a new Children and Young People’s (CYP) mental health crisis service in the east of Norfolk. The new service, known as an Intensive Day Service, will be delivered by Norfolk and Suffolk Foundation Trust (NSFT) and NCC Children’s Social Care staff. Health and social care staff will use a joint approach termed the “Integrated Practice Model” to jointly assess, manage, and treat/support CYP and their families.
Main duties of the job
The project manager appointed to this post will oversee progression through the project lifecycle. For example, they will:
* Help develop the operating model between health and social care teams.
* Draft, inform and help complete a Client Brief Form for architects and builders.
* Chair/co-chair meetings with stakeholders that govern and inform the service development.
* Complete and lead on all relevant project paper associated with the project.
* Work with stakeholders to progress building refurbishment.
* Update senior system stakeholders and NHS England colleagues.
* Support general progression and maintain pace in this project.

Detailed job description and main responsibilities
* Support the commissioning programme lead to ensure strategic and operational priorities are met.
* Promote joined-up working with Norfolk County Council’s Children Services and NSFT for the Integrated Practice Model.
* Develop, refine, and monitor a Project Plan and Risk Register.
* Produce a quarterly progress report to NHS England and internal stakeholders.
* Lead on co-production by liaising with stakeholders across the system.
* Develop and implement qualitative and quantitative data collection systems.
* Produce reports on completed work including recommendations for future service provision.
* Support and lead on the development and delivery of awareness sessions across Norfolk and Waveney.
* Lead on the management of project deliverables and administration.
* Engage with the Local Authority, Community Services, Education providers, and other stakeholders.
* Identify system gaps and contribute to appropriate solutions.
Person specification
* Educated to masters level or equivalent qualification or experience in relevant field.
* Experience of working in the field of Mental Health.
* Experience of working with CYP.
* Understanding and experience of Project Management.
* Evidence of leading change through empowering people.
* Prince 2 Foundation or other Project Management Qualification.
* Significant experience of operating in a politically sensitive environment.
* Evidence of continued professional development.
* Demonstrated experience of coordinating projects in complex environments.
* Experience of managing and reporting risks.
* Experience of drafting briefing papers at Senior Management level.
* Experience of monitoring budgets and business planning processes.
* Ability to prepare concise communications for senior stakeholders.
* Experience of creating and giving presentations.
* Ability to analyze complex issues from multiple sources.
* Numerate with deep analytical skills.
* Experience of setting up internal processes and procedures.

Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of staff will work from a combination of home and office. A discussion will take place at interview to clarify expectations.
