The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.
You will be part of the Protection and Enforcement Analysis and Insight (PEAI) Unit within Home Office Analysis and Insight (HOAI). The unit brings together operational and policy analysts to deliver and transform evidence-based insights into policy change impacts for displaced, vulnerable and/or undocumented individuals, improving system efficiency and delivering Government commitments to uphold our immigration laws whilst providing safe and legal routes for those in need of protection.
This is an exciting time to be working in Immigration, and in particular irregular migration to be driving new cross-Government policy development. We have seen increased demand for analysis to support this area and therefore are looking to increase our capacity and capability across several professions for research, modelling, monitoring and evaluation roles within the unit.
This recruitment campaign has two Senior Operational Research roles to fill.
Both posts sit within the Asylum and Accommodation Analysis team that specialises in modelling demand, caseload and supply across the asylum and accommodation space. Asylum and Accommodation Analysis is part of the Protection and Enforcement Analysis and Insight (PEAI) Unit within Home Office Analysis and Insight.
You will join an established operational research team, as a senior operational research analyst delivering modelling and data analytics to support asylum and accommodation decision making. Both roles will provide an opportunity to work on a top government priority, working closely with policy and operational stakeholders in the Home Office, as well as other government departments such as HMT and No10.
This is an exciting time for the team as we transition modelling into Python and offer increasing modelling capability, as senior operational researcher you will help champion that change.
Key responsibilities;
To plan effectively, the department needs Asylum Accommodation Demand and Supply projections.
Role 1 – Senior Operational Researcher in Asylum Support Accommodation Demand
* Model demand for Asylum Accommodation using operational research techniques, scope and deliver new analytical requirements, build modelling capability and support HEO team members.
* Work closely with policy and operational stakeholders internal to Home Office, as well as external stakeholders in No10 and HMT to understand future demand for accommodation.
* Present and summarise complex modelling and assumptions to senior stakeholders and external departments including No10 and HMT.
* Balance a high volume of analytical requests, responding quickly to short turn around high profile asks from Ministers and No10 whilst also building modelling capability as the team transition to a python model.
* Work with wider G6 modelling teams to understanding how asylum initial decision and asylum appeals policy impact on accommodation demand requirements.
Role 2 – Senior Operational Researcher in Asylum Accommodation Supply. This role will be the product lead of the main model of this area, you will:
* Engage with stakeholders and analysts across the Home Office, to scope and understand Asylum Accommodation supply requirements.
* Lead the implementation of model development plans to satisfy requirements of Ministers and stakeholders while ensuring that the model is up to date and maintained.
* Present and summarise complex modelling and assumptions to senior stakeholders and external departments including No10 and HMT.
* Balance technical requirements with the needs of the business and so this role is a great opportunity to broaden Home Office network and develop strong stakeholder engagement skills.
Working pattern
This role is available on a full-time basis with the option of job-share and compressed hours. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days per week due to business requirements.
Travel
Occasional travel may be required to other Home Office sites within the UK.
