What's involved with this role: Interim Surveyor - Property & Asset Management Reference no: Bury 0009 6C3B / 1 Pay Rate: £35.00 per hour PAYE 37 Monday – Friday, normal working hours This opening assignment is for 5 months City: BURY Hybrid working Will visit industrial estates, housing, schools, council buildings etc. In accordance with the Authority’s corporate priorities, to provide an efficient and effective professional surveying service playing a significant role in delivery of continuous improvement of cost effective services aligned to service user needs. Undertake a caseload in accordance with a programme agreed with the Senior Surveyor and Principal Surveyor including the following: Management of the let estate Disposals of land and property assets Acquisition of property interests for Corporate schemes Project management of regeneration and property development Valuation of land and property for both capital and revenue Key Responsibilities: Ensure the day-to-day management of the Council’s industrial and commercial land and property portfolio, ensuring that all properties comply with statutory regulations. Setting annual income and expenditure budgets for managed properties/ estates especially in respect to service charges and sinking funds, Undertake regular monitoring and reporting of budgets. Undertake annual reconciliations, monitor performance against related income and expenditure budgets. Undertake professional work in connection with the portfolio including the negotiation and settlement of rent reviews and lease renewals. Assess rental values, compile marketing details (with recommended budgets) and arrange/ undertake/ supervise viewings and, via negotiation or tender procedure, let or dispose of vacant commercial and industrial property. Undertake valuations and assessments of Council properties within the portfolio to assess their compliance with the Estates Strategy and make recommendations in respect to disposal or retention. Identify operational or strategic areas whereby the Council can improve customer and stakeholder satisfaction levels for the service including seeking regular customer feedback. Identify operational requirements and issue or recommend orders to other Sections, Council’s representatives and outside contractors in respect of repairs and maintenance work and supervise/approve the works where necessary. Provide general property advice and progress reports to client departments of the Authority, existing or prospective tenants and their professional representatives, Elected Members, statutory and professional bodies and members of the public within professional guidelines, through the interpretation of property law, case law and statute and in line with departmental and corporate policies and procedures. Undertake rental and capital valuations and appraisals (in line with RICS procedures), for various purposes including satisfying Council policy requirements, for purchase or sale and in connection with applications for grants or mortgages, Council house valuations, asset valuations, etc. Undertake capital valuations for the sale of Council’s reversionary interest under leasehold enfranchisement legislation and subsequently process applications. Key requirements: RICS accredited degree or equivalent Satisfaction of RICS assessment of Professional competence Member of the RICS ‘Registered Valuers Scheme’ An understanding of building construction, and repair and maintenance processes Experience of working within the environment of a large organisation Experience in the prioritization of property expenditure Experience in the supervision of staff and / or consultants Experience of the creation and management of property related budgets Experience in the establishment and management of planned property maintenance regimes Able to demonstrate a significant level of experience and expertise in disposals and acquisition of land and property Able to demonstrate a significant level of knowledge and experience and expertise in property management and landlord and tenant Ability to effectively communicate complex information to all levels of staff, adapting the style of communication as necessary and ensuring this information is understood.
