Service Manager, Planning & Commissioning - PKC

We are looking for a highly motivated and creative individual to lead our Commissioning and Policy service.
You will play an active role as part of our senior leadership team to deliver our organisational priorities through integrated planning and the flexible use of resources and community assets.
We are looking for someone who will lead, develop and manage our commissioning approach, ensuring Perth & Kinross Health and Social Care Partnership’s commissioning intentions are clearly defined, evidence based, outcome focussed and aligned to our Strategic Plan.
The development and maintenance of good working relationships is a vital skill for this role as you will be working with a wide range of partners including the voluntary sector.
You will be co-creating, developing and delivering commissioning strategies and leading on all aspects of the commissioning cycle for Health and Social Care.
This post requires the coordinating the analysis of complex performance, capacity and demand, clinical and professional outcomes and public health information, to identify areas for collaboration in redesign; and identify/evaluate options for change with recommended preferred options.
This role will take a strategic leadership role in specified areas with local communities and vulnerable and hard to reach groups, helping them to take action to tackle longstanding and widening health inequality issues and using asset-based approaches as appropriate.
An astute approach when commissioning services and within the available budget whilst promoting needs led and personalised care and support will be required.
Ensuring robust contract monitoring approaches are in place and that measure performance and outcomes, will be integral to ensuring best value and the quality assurance measures required.
You will be responsible for the facilitation and shaping of a vibrant and sustainable market and associated workforce within Perth and Kinross and one that is able to work in close partnerships with the Health and Social Care Partnership.
This post is also responsible for all Health and Social Care Strategy and policy development, and as such we are looking for someone who is familiar and current in their understanding of relevant National and local strategy, policy, legislation and guidance.
This post is based at Pullar House, Perth. For purposes of connection and collaboration with colleagues and with the community we serve, our full-time employees work on site for a minimum of 2 days per week with the arrangements for part time employees being agreed on a basis which will ensure that they benefit to an equivalent degree.

Requirements
Essential
1. Relevant degree or equivalent professional qualification in health, social care, or a related field.
2. Significant experience in service planning and commissioning within health or social care.
3. Proven track record of managing complex projects and delivering outcomes.
4. Strong analytical and problem-solving skills.
5. Excellent communication and interpersonal skills.
Desirable
6. Postgraduate qualification in management or commissioning.
7. Experience in a leadership role within a multi-agency environment.

8. Experience of working at a senior management level in a social care environment managing a multi skilled workforce.
9. Experience of planning and commissioning social care services.
10. Experience of empowering, engaging and developing employees.
11. Experience in managing a range of services within a comprehensive care service.
12. Experience of manipulating systems for financial and performance information.
13. Educated to degree level.
14. A management qualification.
