Band 8c Associate Director Women & Children Commissioning
The Associate Director of Women's and Children's Commissioning will work closely with other associate directors, directors, and senior managers for each area to provide strategic leadership and drive joined-up responsibilities. They will lead in the areas of:
* Setting the strategy for Women's and Children's commissioning that delivers the outcomes required for the people of Somerset when accessing care.
* Within that strategic context, working with providers to transform pathways of care for Women and Children.

Main Duties of the Job
You will lead the commissioning, service re-design, and transformation in all areas of Women's and Children's services, working collaboratively with system partners. You will also be responsible for implementing agreed joint commissioning arrangements and processes for Women's and Children's services, ensuring robust processes and governance arrangements are in place.
The Associate Director will be assigned to a locality area to forge relationships within that locality so that commissioning can also take place at a defined neighborhood level.
The Associate Director will support collaborative working across organisational boundaries by building strong and trusting relationships with key system partners to generate buy-in to a collective vision for integrated care and population health management; transforming the health and care system across Somerset to enable change at system and partnership level.

PURPOSE OF THE ROLE:

The post holder will lead the commissioning, service re-design, and transformation in all areas of Women's and Children's services, working collaboratively with system partners. They will also be responsible for implementing agreed joint commissioning arrangements and processes for Mental Health, Learning Disabilities, and Autism, ensuring robust processes and governance arrangements are in place.
The Associate Director will be assigned to a locality area to forge relationships within that locality so that commissioning can also take place at a defined neighborhood level.
The Associate Director will support collaborative working across organisational boundaries by building strong and trusting relationships with key system partners to generate buy-in to a collective vision for integrated care and population health management; transforming the health and care system across Somerset to enable change at system and partnership level.
Key Responsibilities of the Role:
* Provide leadership to the designated locality that enables localities to focus on the development of models of care, working in partnership with the quality and primary care teams within the ICB to ensure models and pathways adopt best practice.
* Consider where appropriate developing and implementing joint commissioning and co-commissioning in relevant areas of responsibility or locality areas to deliver the greatest benefit to the people of Somerset.
* Ensure commissioning plans are produced in line with national and local timescales and are monitored regularly and appropriately.
* Consider engagement with wider stakeholders and the Somerset population on how programmes of work are co-designed and co-produced, working closely with the Communications and Engagement team.
* Lead and undertake the actions outlined in the strategic commissioning framework to ensure the needs of the local population are considered in service redesign.
* Be accountable for defining and delivering the agreed commissioning and locality priorities.
* Lead and provide expertise in designated areas of commissioning responsibility and lead the development of the team, encouraging the adoption of an inclusive and supportive working environment.
* Work with a range of stakeholders including patients and providers, clinicians, and colleagues both within the organisation and externally, and across various levels of seniority.
* Develop, lead, and maintain highly collaborative relationships with a wide range of key stakeholders to secure full engagement at all stages of the programme of work.
* Work with staff and clinicians across the system to ensure that policy is embedded throughout the organisation and that the impact on other functions is identified and addressed in a developmental and integrated way.
* Use effective communication, negotiation, and influencing skills to enable effective change management with stakeholders at all levels who may hold differing and contentious views.
* Identify areas of opportunity for efficiency and productivity gains that contribute to the overall financial plan within the system.
* Work with system partners to prioritise and develop system transformation to ensure the sustainability of services reflecting best practice and national policy.
* Develop, monitor, implement, and evaluate programme project plans and produce comprehensive reports.
* Responsible for leading policy development for areas of commissioning responsibility.
* Hold the relevant budget for areas of commissioning responsibility.
* Line manage the Women and Children's commissioning team.
* Matrix work with other Locality and Transformation teams and relevant teams/individuals across the ICB and the system.
* The role is responsible for dealing with, or advising on, highly confidential information and explaining highly complex, highly sensitive, and potentially unwelcome information to a wide range of audiences while overcoming significant barriers to resistance.
* Deputise where necessary for the Director of Localities and Strategic Commissioning or Deputy Director of Strategic Commissioning.
* The portfolio will be regularly reviewed by the Director of Localities and Strategic Commissioning and the focus, priorities, and portfolio will be adapted to meet organisational and service needs.
* As a senior role, the incumbent will be required to take part in ICB on-call arrangements.

Qualifications
* Masters Degree qualification in leadership or management
* Evidence of continued professional development
Experience
* Significant experience of working successfully with Members and Directors on complex issues and the development of strategic direction.
* Experience of the leadership of strategic commissioning programmes and project management
* Experience of the application of key stages of the commissioning cycle to bring about service improvements
* Experience of leadership and involvement in collaborative service redesign projects and competitive procurement projects within the NHS or social care
* Experience of developing and delivering representational and communication activities that successfully deliver key messages to the public and internally
* Experience of operating corporate projects and providing clear advice on policy options and policy development.
Knowledge and Skills
* Ability to understand and interpret national policy, clinical guidance, and best practice in relation to service improvement or clinical engagement activities.
* A well-developed knowledge of the complex environment in which the NHS and Social Care agencies exist bearing in mind political, financial, social, technological, and clinical factors.
* An understanding of the tensions inherent in managing the NHS and the balances that need to be made between competing calls on NHS resources.
* An ability to identify opportunities for service improvement or relationship building between partners, despite the complexity and constraints.
* Significant understanding of the strategic commissioning cycle and NHS Change Model.
* Knowledge of the key stages required in leading service developments from the identification of opportunities or pressure points within the health and social system right through to the service changes or new service models.
* Demonstrable knowledge and understanding of the statutory, policy, and strategic commissioning framework within which specialist services operate and their context within local government as a whole.
* Must have a thorough understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.

* A robust knowledge and experience around the statutory frameworks relating to the delivery of Mental Health and Learning Disability Services, MH Act 1983/ DOLS, etc.
