Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country, covering 5,000 miles of roads and around 5,000 miles of footways. As a partnership between Essex County Council and our contractual partner, we strive to ensure a safe, sustainable, and efficient highway network for all users.
The Role
We are seeking an enthusiastic Asset Management Engineer to play a key role in delivering effective asset management across Essex’s highway network. You will be responsible for the interpretation of network condition data, programme identification, and the delivery of key maintenance and improvement projects.
This role involves close collaboration with elected members, district councils, strategic partners, and other service providers. You will provide specialist advice on asset programmes, ensuring high performance standards, financial control, and legal compliance.
Key Responsibilities
* Analyse network condition data and generate treatment modelling to support programme creation.
* Identify, design, plan, and monitor works to ensure timely and budget-conscious delivery.
* Provide expert advice to senior leaders, elected members, and the public on highway asset management.
* Ensure strong budgetary control and financial management across assigned programmes.
* Support the management and monitoring of the Essex Highways contract.
* Collaborate with solicitors, the Department for Transport (DfT), land agents, and other bodies on legal agreements, notices, and licences.
* Prepare and present reports for Local Highways Panels and relevant Council Committees.
* Act as an expert witness in Crown Court, Public Inquiries, and Hearings as required, preparing detailed evidence and liaising with legal representatives.
* Contribute to the continuous improvement of asset management policies and procedures in line with legislation and best practice.
About You
* Bachelor’s degree (RQF Level 6) in a relevant field or equivalent experience.
* Chartered or working towards membership with ICE, CIHT, IHE, or similar professional body.
* Proven experience in highways, transportation, and project management.
* Strong knowledge of highway legislation, asset management, and health and safety regulations.
* Experience in financial management and control measures.
* Expertise in highway scheme development, statutory processes, and design standards.
* Proficiency in specialist engineering software and techniques.
* Excellent communication skills with the ability to engage stakeholders and the public effectively.
