The Head of the Registrar’s Office is a pivotal role supporting the Registrar in managing a wide range of complex and sensitive matters within a dynamic, fast-paced environment. Acting as a trusted advisor, the postholder ensures the Registrar can deliver strategic priorities by effectively managing the office and leading the delivery of projects prioritising key issues, and proactively resolving challenges.
With a deep understanding of the Registrar’s priorities and a broad knowledge of specialised functions, they make informed decisions on operational and strategic matters. Additionally, they coordinate delivery of a range of varied projects, exercising sound judgment and collaborating with senior officers, governance structures, and various University divisions.
The postholder also leads the team of executive assistants in the Registrar and Pro-Vice-Chancellor team, and, along with the Head of the Vice-Chancellor’s Office, has responsibility for all HR and budgetary matters in the department.
Key Responsibilities:
Work closely with the Registrar in the development of their thinking across a range of operational and strategic issues. Lead the delivery of operational and strategic projects on behalf of the Registrar. Horizon scan and stay close to key strategic and policy developments in the University and beyond.
• Act as a key point of liaison between the Registrar, other senior officers of the university, and wider teams.
• Manage the flow of work through the Registrar’s private office.
• Oversee the handling of disputes and complaints received to the Registrar.
• Write correspondence and reports/presentations for the Registrar (including her annual report to Council)
• Act as the Secretary to Groups convened by the Registrar spanning a range of issues.
• Design, maintain and implement University protocols such as for the death of a royal, coordinating and directing work of various teams across the University and liaising with local government.
• Support and advise the Registrar in her role as Establishment Licence Holder for animals in sciences.
Team Management
• Line management of the Registrar’s Executive Assistant and team of Personal Assistants to the Pro-Vice-Chancellor team.
• Lead the recruitment to the PA team in consultation with the relevant Pro-Vice-Chancellor or Registrar
Head of Administration and Finance function (jointly held with the Head of the Vice-Chancellor’s Office)
• The role will oversee the forecasting and administration of the Registrar’s budget in liaison with the Divisional Financial Controller.
• The post-holder will act jointly with the Head of the Vice-Chancellor’s Office as Administrator for the department with respect to all HR matters, health and safety, space and facilities
• Implement emergency response and business continuity protocols for the Vice-Chancellor and Registrar department (including as Secretary to the University Silver crisis management team) and regularly review and improve their effectiveness.
Selection Criteria
Essential:
• A good understanding of the collegiate University’s structures and governance, including the remits of and relationship between the divisions and departments and central services
• Demonstrably versatile and innovative with the ability to quickly master complex topics, interpret evidence, and apply mature judgement to propose solutions to problems.
• Ability to manage a broad and varied portfolio of work and to juggle multiple pressing issues, coupled with the capacity to work accurately while under pressure and at speed.
• Excellent oral communication and interpersonal skills, with the ability to communicate unwelcome or complex messages, inspire the confidence of and influence a wide range of people at all levels.
• Excellent written communication skills, including the ability to write authoritative and carefully reasoned reports and letters
• Ability to lead and motivate a team
• Tact and discretion in dealing with extremely confidential or sensitive matters
• Good IT skills, including standard office applications
Desirable:
• A good undergraduate degree or similar.
• A general understanding of the external context in which the University operates, including its relations with Government departments and the principal organization within the higher education sector.
• The ability to work outside normal hours in exceptional circumstances.
