Customs Manager (JOB-3439) Dyce, Scotland
OBM People are currently recruiting on behalf of our Dyce based client for an experienced Customs Manager to drive and ensure compliance, providing governance and assurance, operational excellence, continuous improvement, customer service, subject matter expertise, leadership, and overall development in all aspects of Customs requirements for our clients UK businesses. The role is also responsible for the development of the Customs Service offering to create a growing revenue contribution.
Roles & Responsibilities
* Manage all customs authorisations held by the company.
* Be part of and provide input to the Tax Management Committee to ensure compliance.
* Provide transparency on customs compliance via regular reporting to the Governance Committee.
* Act as the Client 'Discipline Expert' Liaison. Attend client meetings to review performance and provide guidance and advice on customs matters, and support clients with Customs Audits if required/requested.
* Participate in industry workgroups and seminars and message the strategy and position of ASCO UK.
* Liaise with OEUK on behalf of ASCO and its clients.
* Act as the Regulator Liaison for all discipline specific compliance matters.
* Maintain up-to-date knowledge of legislative, regulatory and business changes, disseminating customs advice and guidance to clients and colleagues to ensure compliance.
* Establish effective relationships with key network contacts, industry bodies and regulatory authorities.
* Develop performance KPIs to drive the desired performance and action.
* Document and where needed, implement procedures for customs activities across all the ASCO businesses.
* Ensure all customs duties are executed against contractual commitments in a timely and professional manner, providing excellent customer service.
* Periodic audit of company processes to ensure work is carried out in accordance with all internal, client and customs procedures and legislative requirements.
* Intervene in the business to address and support resolution of any compliance challenges below ASCO operating standards.
* Support the incident investigation panel for discipline related incidents.
* Develop internal training programmes, and ensure all relevant personnel receive the required customs training to perform their role effectively and in compliance with internal, client and customs procedures and legislative requirements.
* Assist other managers with training and development plans for staff in Customs Roles.
* Develop the Customs services offering and create a growing revenue contribution via the provision of consultancy or managed services.
* Support the commercial bid process, ensuring all relevant customs matters are adequately addressed.
Minimum Qualifications
* Certificate in Advanced Customs Compliance
Minimum Competencies (Skills, Knowledge and Behaviours)
* Substantial Customs experience within the energy sector/ logistics/supply chain sector.
* Deep knowledge in the practical application of customs procedures, including Union Customs Code regulations and their impact upon the oil and gas industry.
* Thorough knowledge and understanding of movement of goods and services through different customs regimes and processes.
* Thorough knowledge and understanding of all relevant legislation and regulations appropriate for the role.
* Substantial experience of working closely with HMRC and other equivalents.
* Ability to communicate complex processes effectively to internal and external customers.
* Detailed knowledge of Incoterms.
* Maintain an up-to-date and in-depth understanding of Import & Export and Shipping regulatory developments.
* Have a proven ability to work with all applicable UK regulations.
* Commercially aware with excellent customer relationship experience and the ability to influence/negotiate.
* Established people management skills, with the ability to lead and motivate, setting and monitoring performance levels.
* Articulate, a strong communicator (verbal and written) with the ability to report and present information.
* Solutions based with strong analytical, planning and organising skills, and an excellent attention to detail.
* Works effectively on multiple activities, setting priority levels and service delivery.
* Ability to work stand-alone, demonstrating initiative and ownership, while contributing to the wider team.
* Computer literate with well-developed IT skills across the Microsoft suite.
