Job Summary
This will be a key role for the ICB (focusing on the Berkshire West Place) in driving transformation as well as value for money in the planning, commissioning and redesign of Services for Children, and those with a Learning Disability and/or Autism (LDA) (all-age) within Berkshire West. The postholder will employ a combination of subject matter expertise and technical skills to support the effective contracting and commissioning of services including core NHS provision, wider services and individual placements. They will be responsible for the management and review of a portfolio of contracts and grants and will work to support the wider team in using data intelligence to best effect and in responding to national policy developments.
Main Duties of the Job
The postholder will also oversee individual case work in relation to children in Berkshire West (through the Berkshire West Childrens Panel) and those with LDA. For LDA, this will include working with the wider BOB team to implement the Community (and Education) Treatment Review process, invoking the Local Emergency Area Protocol as required and overseeing Dynamic Support Registers and key worker arrangements across the three local authority areas in Berkshire West. The postholder will also act as lead commissioner for SEND for Berkshire West, working with the BOB Head of LDA and SEND and the Designated Clinical Officers, to build and manage effective relationships with education and social care partners as well as with providers and to jointly plan and commission services for vulnerable children and to ensure that the ICB fulfils its statutory obligations.

Job Responsibilities
The postholder will also oversee individual case work in relation to children in Berkshire West (through the Berkshire West Childrens Panel) and those with LDA. For LDA, this will include working with the wider BOB team to implement the Community (and Education) Treatment Review process, invoking the Local Emergency Area Protocol as required and overseeing Dynamic Support Registers and key worker arrangements across the three local authority areas in Berkshire West. As such the postholder will be a key player in the BOB Assuring Transformation programme, working with the wider team to facilitate discharge from inpatient settings and to prevent avoidable admissions as well as supporting the wider transformation of services for people with a learning disability or autism.
The postholder will also act as lead commissioner for SEND for Berkshire West, working with the BOB Head of LDA and SEND and the Designated Clinical Officers, to build and manage effective relationships with education and social care partners as well as with providers and to jointly plan and commission services for vulnerable children and to ensure that the ICB fulfils its statutory obligations.
The postholder will have regard to the continued delivery of children's health ambitions set out within the NHS Long Term Plan and the BOB strategy for children's services and will work closely with the Berkshire West lead to support delivery of the transformation agenda at place, helping to support alignment with broader work programmes and taking a lead on identified Berkshire West workstreams, particularly those requiring specific commissioning input.

Analytical Skills (Essential)
* Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
* Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution.
Qualifications (Essential)
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Evidence of post qualifying and continuing professional development.
Experience (Essential)
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Should have an appreciation of the relationship between the Department of Health & Social Care and individual provider and commissioning organisations.
Management Skills (Essential)
* Abilities for financial and staff management.
