Key Responsibilities This position will be part of an expanding team dealing with a wide range of policy development and implementation challenges. The role will need to work collaboratively with staff across the wider Heat network team, other teams in Ofgem and colleagues in the Department of Energy Security and Net-zero (DESNZ). The successful candidate will be leading the following outputs and deliverables. Oversee the development of our approach to price regulation including the development of the pricing framework. Advise and oversee colleagues and team members to provide robust analysis, providing strategic direction and oversight, ensuring development of the pricing workstream fits into the broader landscape of Heat Networks, Ofgem and DESNZ policy. Provide specific expertise in pricing for the development of the authorisation conditions and Statutory Instruments. Oversee and contribute to the drafting of various internal and external facing documents to progress policy development, including consultation documents, decision documents and policy instructions for lawyers. Identify interactions and dependencies with other areas of policy development and work closely with colleagues, for example on broader consumer protection, compliance and enforcement, Step In and the digital tool. Represent Ofgem in external engagement on pricing issues, including working closely with colleagues in government, and engaging with heat networks providers, and consumer groups. Plan, oversee and deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members. Provide inclusive leadership, using your expertise to provide comprehensive knowledge sharing, support and development that demonstrate commitment to Ofgem values. Key Outputs and Deliverables Act as an Expert on analytical workstreams on pricing and cost recovery. Oversee the delivery of consultation documents and decisions, including those related to the introduction of the pricing and benchmarking framework, and our approach to cost recovery. Identify dependencies and risks and resolve issues effectively. Develop good working relationships with a range of internal and external stakeholders including DESNZ and Scottish Government. Strategic planning and project management of the areas you lead. Present proposals to internal Ofgem and DESNZ boards. Person specification Essential Criteria Experience in the application of regulatory economics and applying cost assessment techniques in practice. (Lead criteria) Excellent analytical skills, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results. You will have the ability to bring together and analyse a diverse evidence base and propose solutions from this. The ability to build effective working relationships with a wide range of stakeholders, influencing including in challenging relationships. Excellent organisational and prioritisation skills. Ability to manage your workload, direct the workload of others, and deliver multi-stranded packages of work with high quality outputs to agreed standards and timelines.
