Outline of job role and purpose:
This role is based in the People Practice & Culture (PPC) and Governance Team within Change and Digital Innovation (CDi). Its core purpose is supporting the organisation to maintain adherence to and continuous improvement of our Change Governance framework (LOAD). The post-holder will also be the main point of contact with the Scottish Government's Digital Assurance Office.
The PPC and Governance Team is led by the Head of PPC and Governance and overseen by the Executive Director of CDi. The post-holder will work with both to ensure delivery of Change via the Change LABs complies with the LOAD framework to deliver change at pace and value on behalf of SCTS. They will pro-actively seek opportunities to build compliance into SCTS Change processes and protocols to mitigate the impact of business disruptions.
As well as leading on Compliance and Assurance, the post-holder will support the team to deliver other corporate governance activities relating to business planning, risk management, and corporate reporting. The role will involve line management responsibility for 4-5 direct reports.
The Key Responsibilities Include:
Compliance and Assurance
* Become the lead adviser on the LOAD Framework which underpins the delivery of Change within SCTS, building and maintaining strong relationships across the business.
* Maintain the organisation’s LOAD Framework and guidance to ensure that SCTS’ approach is in line with its changing operating environment and wider good practice.
* Support Change Labs and other SCTS business units to ensure all collateral and artefacts are in place to support each phase of the LOAD framework, demonstrating governance and control of delivering Change initiatives.
* Conduct internal audits on compliance against LOAD and alignment to Digital Service Standards Scotland (DSSS).
Front Door Forum
* Oversee the management and facilitation of the Front Door Forum and the tracking of changes initiatives submitted through it.
* Support business units in the education and knowledge of the LOAD framework and develop tools and standards for the delivery of Change.
Improvement and Development
* Develop and manage reporting to inform decision-making on Change initiatives from submission to closure.
* Work with internal and external stakeholders to build and maintain constructive relationships.
* Stay up to date with industry/sector best practices and incorporate good practice into SCTS’ approach.
Customer Service and Communications
* Provide excellent customer service and build trust in the delivery of Change and related services.
* Lead effective team meetings, generating ideas, sharing knowledge, and prompting discussion.
* Produce concise, understandable, and well-written work, including reports to senior managers and external stakeholders.
