The Technical Services Manager forms part of the Senior Management Team (SMT) and will support the Head of Operations to manage the commercial portfolio, deliver innovative investment and rationalisation opportunities whilst providing a range of professional and technical consultancy services to in-house Clients.
The role will champion Health and Safety across the business and manage the Corporate Health and Safety Policy.

Key responsibilities & accountabilities will include:
1. Provide key support to the Head of Operations to continually improve and develop the business.
2. Deputise for the Head of Operations as required.
3. Manage a Technical Team to ensure delivery of the strategic business plan, the operational requirements and contractual obligations for Service Agreements (SA) and Service Level Agreements (SLA).
4. Implement the highest professional standards and lead by example.
5. Provide leadership and line management in connection with the commercial portfolio, delivery of revenue and capital project plans and provide consultancy services through SA’s.
6. Demonstrate commercial acumen by unlocking investment opportunities within the investment portfolio to increase income or to reduce holding costs.
7. Identify, assess and mitigate portfolio risks with effective risk management.
8. Lead and coordinate due diligence of key transactions i.e., pre-acquisitions and long-term leases.
9. Lead and coordinate options appraisals and prepare business cases for implementation.
10. Prioritise strategic and business needs to ensure effective and efficient resource management.
11. Implement alternative and innovative procurement route(s) to market for professional services, construction works and joint venture working.
12. Programme manage the capital and revenue investment plans against the planned completion dates, cashflow forecasts and approved budgets.
13. Implement and provide specific project controls and techniques in programme, risk and cost management.
14. Implement a strategy to programme and continually improve the asset management of the portfolio i.e., condition, energy and sustainability.
15. Identify and introduce suitable technology to collate key portfolio metrics to inform asset management plans and ensure decisions are based upon real time information.
16. Lead and encourage innovative methods of working to ensure collaborate working across the wider business.
17. Ensure compliance with statutory requirements in respect of all landlord duties.
18. Provide regular performance reporting against key outcomes and key performance indicators (KPI’s).
19. Provide SMT support to City Markets colleagues in all relevant areas.
20. Report timeously to the Senior Leadership Team (SLT), the City Property Board and financial institutions/lenders as required.
21. Ensure compliance with all Standing Orders and relevant governance i.e., lenders requirements and scheme of delegated authority.
22. Contribute to corporate policies.
