Description Haughley Parish Council, Haughley IP14 4DB £29,269 - £36,648 pro rata 12 hours per week Permanent Reference: 0835 Job Summary Haughley Parish Council is seeking applications for the position of Clerk and Responsible Financial Officer. This is a work-from-home role, with the requirement to attend monthly council meetings. The Clerk will provide essential administrative support to the council, assist the Chair in managing meetings, and offer advice on policy and legislation to facilitate effective decision-making. We are looking for a candidate who is passionate about improving the community, with a strong sense of commitment, enthusiasm, and a willingness to learn. Reliability is key, and mentoring will be provided to the successful applicant. While a CiLCA qualification, experience in local government, and living in or near Haughley would be advantageous, they are not essential. Key Responsibilities: preparing agendas, attending meetings, taking minutes, providing advice to councillors on procedural and legal matters, and ensuring actions are followed up, while continuously reviewing policies and procedures managing all incoming and outgoing correspondence, serving as the primary point of contact for residents overseeing the council's finances (Precept £59,000), using the parish accounting system, Scribe, to handle tasks such as invoice payments, VAT reclaims, budgeting, bank reconciliations, financial monitoring and reporting, preparation for internal audits, and completion of year-end procedures organising and submitting responses to planning applications uploading statutory information to the village website and notice boards, with occasional use of social media and other communication channels. Pay Pay Scale: LC2 - will be awarded depending on qualifications and experience. Pro rata pay based on hours worked. We also pay a working from home allowance - £26/month. Other reasonable expenses including mileage will be reimbursed subject to approval. Working arrangements: 12 hours per week, with flexible scheduling for specific days and times.
