Job summary
The Accounts and Finance Manager (AFM) will work as an integral part of the Business Management Squadron (BMS) within Base Support Wing at RAF Lossiemouth. The AFM’s main duties will be managing the Public Cash and Bank Account, management of Non-Public Accounting and assisting the Station Business Manager (SBM) with In-Year management as required.
This post is advertised as Full Time at 37 hours per week.
Job description
The post holder will be responsible for:
The management of the Public Cash and Bank Account, including:
1. Ensure correct budgetary allocation and authorisation for invoices.
2. Authorising the issue of temporary cash funds.
3. Calculating quarterly welfare fund totals.
4. Investigating novel, contentious, or suspect transactions and discrepancies, and reporting the loss of monies both public and non-public.
The management of Non-Public Service Funds Accounting, including:
1. Provide training and advice to all Service Fund managers and members.
2. Attending Mess committee meetings, completing minute books and advising fund managers on any matters affecting the policy, management or control of individual funds and large-scale activities.
3. Ensure that correct accounting action and appropriate records are maintained for the collection/payment of PAYE, NI and, where appropriate, stakeholder pension contributions for all Service Funds employees.
4. Overseeing insurance policies, the provision of monthly statements and annual balance sheets for service funds.
5. End of year documentation preparation.
Management Checks, including:
1. Conducting monthly checks on accountable documents, cash holdings, cash balances and account balances.
2. Managing and organising periodical surprise cash checks.
3. Preparation of required documentation for annual external audits.
4. Management of the Service Funds fraud risk register and investment policy.
5. Ensuring that formal handover/takeovers are conducted for all Public/Service Funds in accordance with policy.
6. Ensure checks of Panic Alarm and Alarm Systems and Cashier Office and Safe Keys are rotated every six months.
7. Oversee administration of all Chip & Pin Machines and the production and maintenance of the Cash Security Plan.
In Year Management support to the SBM, including:
1. Assisting with financial tasks in relation to financial business plan and annual budget cycle.
2. Attending management and financial meetings as required.
3. Management and submission of the Unit Operations Returns.
4. Management and collation of quarterly Losses and Gifting returns.
Line Management of the AO Stn Cashier and AA Accounts Admin Support Clerk.
Person specification
This role is suited to someone who is highly organised, confident using IT, and enjoys being part of a high performing team.
The successful candidate must be able to interpret policy to make sound decisions, whilst working in a busy operational environment as tasks can be time sensitive but also require careful consideration to ensure appropriate scrutiny is applied to all decisions.
The ability to communicate effectively is essential as you will be engaging with a variety of stakeholders both internally and externally.
Desirable Qualifications/Skills
1. Previous accounts/finance experience.
2. Previous auditing experience.
3. Previous experience working within the defence environment.
