Job overview
This role is responsible for providing full business support to the Private Patients and Overseas Visitors portfolio; working closely with the Private Patients and Overseas Visitors Service Manager to support business delivery for the service and act as the administration and financial accounts lead.
Line managing a team of Administrators, the post holder will lead on establishing and maintaining the highest standards of customer service for our clients and patients; ensuring that the administrative team work efficiently and effectively.
Furthermore, the post holder will lead on billing; ensuring that there are appropriate systems and processes in place for the timely invoicing of Private Patients and Overseas Visitors; tracking of payments, debt recovery from patients and/or insurers, and monitoring monthly financial reports and providing a briefing to the Private Patients and Overseas Visitors Service Manager.
The post holder will be required to discuss financial queries with staff, suppliers, customers, which are often complex, including reasons for delays in payment and other sensitive issues.
Main duties of the job
1. Line Manage the Administrators; ensuring that policies and procedures are adhered to; monitor statutory and mandatory training compliance; recruitment and induction of new starters; deals with performance, feedback, coaching, training and other issues relating to staff;
2. Ensure effective communication systems for all staff are in place; that there are clear business protocols in place, and ensure that there are clear information management and governance procedures in place and adhered to;
3. Lead on invoicing and payments; raising POs; invoicing patients and addressing questions or queries with payment; receiving, sorting and tracking incoming payments; generating regular and accurate reports on billing; ensuring that Private Patient payments are taken in advance of the procedure; liaising with Insurers and recovering payment;
4. Discuss financial queries with staff, suppliers, patients/ overseas visitors, which are often complex, including reasons for delays in payment and other sensitive issues;
5. Support with preparation of reports on performance and the analysis of performance information;
6. Support with the development and adherence of local business continuity plans;
7. Responsible for dealing with telephone complaints/ enquiries and other communications with a high degree of tact, diplomacy and confidentiality in line with policy;

Detailed job description and main responsibilities
The Private Patients and Overseas Visitors department has two primary functions.
Harrogate Harlow is a private medical facility that is operated by Harrogate and District NHS FT. It provides outpatient and inpatient medical and surgical treatment and a range of diagnostics to patients that may be self-funding treatment or have private insurance. The profits made from this enterprise are then reinvested in NHS services.
The team is also responsible for the identification of Overseas Visitors and to establish whether they have the right to free health services, or whether they are obligated to pay for their treatment. The team will then engage with the patient to ascertain how they intend to pay for their treatment.

Qualifications
* Specialist knowledge to AAT level 4 or equivalent to degree level or by equivalent experience.
* IT literate to include Microsoft Office.
* Worked in a Finance environment, using financial systems.
* Supervisory or management qualification.
Experience
* Managing self and teams to meet deadlines and changing priorities.
* Experience supporting an operational service with business functions.
* Experience and expertise in a range of accounting areas (e.g. reconciliation and balances, VAT payments and deductions, finance computer systems and ledgers, coding structures, payroll agreements and procedures).
* Experience of office management.
* Experience of using clinical IT systems (PCS, Spine, WebV/electronic patient record, ICE).
