About the Job Situated within the IT applications management team in the Cardiff office, and reporting to the Head of Assessment Systems, the Development Manager leads assigned IT development business critical projects and maintenance/support activities for the Education Office. The immediate requirements are to provide IT development leadership for a large-scale high-profile new Assessment System which is currently in progress. The IT applications developed are used by stakeholders worldwide. The role holder is accountable for performance, planning and delivery of activities of the teams. It involves coordinating internal and external globally distributed IT teams in close interaction with internal stakeholders and applicable procedures and guidelines, to ensure optimal delivery of services that fulfil business needs. The role holder will be responsible for ensuring the appropriate support plans are in place, including Operations Management and Vendor Management, and will act as the main point of contact for the business stakeholders, IT teams and the vendors. Key Responsibilities Accountable for the management of software development by managing, planning, co-ordinating and tracking all IT delivery of projects, change requests and work streams within the Software Development Life Cycle (SDLC). Management of software development teams (both internal and external), including line management and involvement of scrum ceremonies, to ensure quality software is delivered to time and budget. Co-coordinate with project managers, business stakeholders and IT support teams to ensure operational readiness for transitioning projects to business as usual. This may include retaining management of some support activities within an existing DevOps team. Provide quality assurance quality of deliverables, including documentation, automation, and processes ensuring future maintainability. Ensuring development from 3rd parties is delivered in accordance with contractual obligations. Input and influence best practices, release management, environment requirements and go live planning. Work closely with the Security lead, Test lead and Environments manager in a governance role. About you Substantial experience working in a similar role, including line management with distributed teams. Bachelor’s Degree in Computer Science, Engineering, or equivalent work experience Experience managing development teams from both a project and a support perspective. Experience in agile methodologies, preferably with scrum master certification Extensive understanding of software development and the SDLC Experience in managing globally distributed teams. Experience and understanding of software management tools such as Azure DevOps. Demonstrates sound judgment and the ability to make informed decisions. Excellent interpersonal skills Good attention to detail Effective communication skills Good analytical and problem-solving skills Good reporting skills Highly organized and a good multi-tasker In depth experience working with external service providers. Desirable ITIL Foundation certified Contract management experience Understanding of budgets and finance.
