The post holder will be required to support the safe and efficient running of the Primary Care Network (PCN) while managing clinical resources. Working within the management team, you will be responsible for the maintenance of PCN staff working schedules, supporting the Practice Manager to monitor the PCN budget; developing and maintaining sufficient capacity to meet the day to day demand placed on the PCN. Ensuring contractual obligations in relation to patient care. You will be responsible for recruitment support, monitoring HR legislation, skill mix and financial impact. Roles and Responsibilities Working with the Practice Managers to implement change: Supporting the recruitment and successful integration of new PCN roles into the network, ensuring there is clarity of how they will work and operate across practices. Working with member practices to identify areas of common concern or potential for collaborative working to improve the resilience of general practice. Lead recruitment and retention. Exercise initiative and problem solving within the remit of projects. Directly support the roll out, delivery and sustainability of services. Co-ordinate resources to formulate, mobilise and ensure the ongoing implementation of plans. Manage the planning and reporting of services across the PCN in a cohesive way, ensuring all benefits and efficiencies are identified and realised. Support the development and presentation of papers and proposals for PCN Board. Support processes required to ensure CQC compliance. Undertake audits and surveys as required to enable and support project and PCN delivery. Identify and develop appropriate tools and measures of improvement to support effective change, e.g. performance frameworks, population health data, outcome measures. Support the implementation of relevant and appropriate data sharing agreements, as required by the PCN System working and relationship management. Lead Contract Management for PCN sub-contracted services. Manage and maintain credibility with member practices and all key contacts within the network, to foster a culture of collaboration and joint working between practices. Develop strong relationships and engage with a wide range of stakeholders with both clinical and non-clinical backgrounds across and beyond the PCN geographical footprints, to ensure collaborative approaches to service delivery. Build supportive relationships with the other PCN managers and the ICB team. Represent the network at meetings. Direct Line Management of Team Leads and other staff members. Responsibility for ensuring HR policies are implemented and adhered to. Financial Management Supplementary Information Working closely with the Practice Managers to oversee the management of the PCN finances. Monthly claims for ARRS funding through the ARRS portal. Keeping track of committed funds and budgets and supporting the development of bids for new money and funding streams as they become available to the PCN. Ensure financial risks are recognised and appropriate action taken. Strategy and Leadership Operate alongside the PCN CD and Practice Managers as a key member of the management team. Work with the Practice Managers to clarify objectives and priorities for network delivery in line with operational realities, financial parameters and contract requirements. Keep updated with national, regional and local NHS Policy as it relates to PCNs, ensuring the PCN maintains compliance and exploit opportunities for new funding streams and services. Identify best practice nationally and use experiences across the country to inform local delivery.
