The Property Business Partners will provide a critical enabling role to facilitate the successful delivery of the service directorates-built environment priorities.
The role will lead and manage the delivery of property and estate related capital projects and programmes across a defined portfolio which could include Regeneration, Arts, culture & Leisure or Schools. This requires successful leadership and management of competing priorities and demands to strategically plan work programmes specific to the successful delivery of the relevant client directorate.
Key Responsibilities:
Responsible for the implementation of the council’s Estate Strategy by engaging with stakeholder clients across the organisation to understand their needs and translate them into asset management plans.
Lead and manage Projects Supervisors to prioritise capital projects and programmes across for allocated project portfolio considering factors such as corporate and wider governmental priorities, ease and speed of delivery, the expected balance of costs and benefits (financial and non-financial), and the associated risks.
Contribute to organisational business cases from a property perspective, seeking additional expert advice from the Real Estate Management and Facilities Management leadership team and adopting appraisal methodologies such as “Whole Life Costing” in order that the council’s long term property liabilities are identified and fully understood.
Actively interact with the 3rd party professional services partner to manage the resources needed to deliver capital projects and programmes, ensuring financial and non-financial benefits are realised when planned and expected.
Support procurement colleagues and 3rd party professional services partner to ensure the route to market for capital projects and programmes balances stakeholder needs, the council’s internal governance requirements, time and budgetary constraints.
Adopt project management principles to plan, manage and deliver capital projects and programmes and ensure progress and outcomes are measured consistently via digital programme management office tools.
Act as the conduit between the 3rd party professional services partner, contractors and the council to ensure the Council has fulfilled its obligations under the CDM regulations in relation to capital projects and programmes.
Lead the post completion appraisal of capital projects and programmes in maintained schools to identify whether stakeholder needs have been met and areas of concern are addressed through a continuous improvement approach to project management and strategic asset management.
Support the Senior Property Business Partner to review Task Order for professional services, ensuring they offer quality service and value for money for the council, authorising them in a timely manner and in line with the council’s governance structures.
Responsible for issuing instructions on behalf of the council to the 3rd party professional services contractor and any construction contractors in accordance with the terms of their appointments and or contracts.
Act as the ‘property client’ for directorates in reviewing detailed design proposals from 3rd party contractors ensuring the quality, costs and statutory requirements meet council expectations before authorisation.
Qualifications:
Degree educated in a building, engineering or construction related subject.
MRICS or CIOB Qualified with demonstrable post qualification experience as a Building Surveyor, Project Manager or Quantity Surveyor.
Skills & Experience:
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Experience in delivering construction projects and programmes across, regeneration, leisure, schools, educational settings and Ofsted registered services.
Knowledge and experience of contract specification preparation and contract management.
Experience of managing high value, commercially complex projects or contracts.
Experience of utilising a broad range of data and performance information to analyse and interpret trends informing stakeholders on property and estate issues and providing effective solutions based on the data.
Experience of internal and external stakeholders to management level.
Experience of leading and developing a high performing team.
Experience of governance arrangements within a large diverse organisation.
Knowledge of traditional and modern building construction techniques, building regulations, CDM and safety legislation.
Up to date knowledge of current and prevailing health & safety legislation and guidance, British Standards, Buildings Regulations and Codes of Practice.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
