Role Title: Head of Asset & Investment
Reporting To: Director of Operations
Grade: EVH Grade 9 SM6 - SM8
Job Purpose:
To ensure development and effective delivery of the Association’s Integrated Asset Management Strategy, including leading on developing responses to emerging regulatory and or legislative requirements, e.g. energy efficiency and Net Zero relating to the Association’s stock.
To successfully lead and direct the Asset team to ensure the Association’s asset and compliance databases are maintained and feed into the development of strategic investment planning and budget setting.
To successfully lead and direct the Investment team, to include overseeing as well as delivering key major planned works and cyclical projects.
To ensure that the Association is compliant with relevant regulatory and legal standards relating to asset management, eg, SHQS, Scottish Social Housing Charter etc
As the Head of Asset and Investment, lead the teams to ensure that outstanding customer service is at the forefront of all customer engagement. This will be achieved by seeking feedback on services and implementing any learning.
To be an effective member of the Senior Management Team, working collaboratively with the Chief Executive, Board and other senior management colleagues and contributing to the Association’s corporate strategy.

Key Responsibilities:
Strategic
* Set and manage budgets for major investment projects and large scale cyclical maintenance projects (such as painting programme).
* Manage and mitigate operational and strategic risks surrounding management of the Association’s property assets.
* Actively contribute to the Association’s medium-term and long-term financial plans including ensuring robust information is available to forecast future investment needs for the Association’s stock.
* Develop and deliver key strategies and policies including the Asset Management Strategy.
* Lead on compliance with all relevant legislation and regulatory requirements as they relate to asset management, such as the Scottish Housing Quality Standard (SHQS) and the latest Scottish Government energy efficient and net zero requirements.
Project Planning
* Oversee the effective planning of major works investment and large scale cyclical maintenance to the Association’s properties including effective consultation with tenants, owners and other stakeholders.
* Oversee the management of the Association’s stock condition database and ensure this is used to shape investment and maintenance programmes
* Maximise investment in the Association’s assets through external grants.
Project Delivery
· Ensure the Investment Team work with the Association’s Procurement Manager and external advisers to ensure all contracts are effectively specified, incorporating best practice and learning from previous contracts.
· Ensure the effective delivery of the planned maintenance programme, major repair projects including repairs involving insurance claims, and painting programme.
· Oversee budgets, budget monitoring, cost control and all audit systems with regard to major repairs and planned maintenance activities
· Ensure all contracts are managed in line with the Maryhill Contract Management Framework or equivalent.
· Ensure that the planned maintenance, major repair programmes and any large scale cyclical programmes are delivered on time, to cost and to the required quality
· Ensure high quality planned maintenance services and improvements are delivered to our Factored Owners
· Ensure the Association’s Integrated Housing Management System (SDM or equivalent) is fully utilised to record contract information and that notes are made on the Housing Management System following every visit to a customer’s property.
· Ensure consultations are carried out with factored owners and tenants on planned maintenance projects and improvement projects.
· Ensure a communication strategy setting out how the Association will engage with owners and tenants for all projects is developed.
Organisational
· Build excellent rapport and effective partnerships with customers, stakeholders and contractors
· Actively break down organisational barriers to solve problems and deliver the best possible service for customers.
· Ensure implementation of the Association’s Equality, Diversity & Inclusion Strategy as it relates to the Asset Management and Investment functions
· Oversee the accurate completion of statistical returns such as the Annual Return of the Charter (ARC).
· Investigate and respond to stage 2 complaints in line with the Associations policies and procedures and current guidance of the SPSO, ensuring learning is captured and implemented into processes and procedures going forward.
Manager role
· To lead the Asset and Investment teams effectively. Build knowledge, skills and confidence in operational managers to monitor and supervise work allocations. You will undertake resource planning, and establish and monitor performance targets.
· To motivate staff to achieve the best possible results and deliver excellent service to both internal and external customers.
· To ensure staff are supported and developed in line with the Achieving Excellence policy through effective induction of new staff, regular 1-1 meetings, coaching, mentoring and training
· To produce accurate and timely performance information, data and reports as required for senior staff or Board, including information required for regulatory and statutory returns and agreeing and implementing actions arising from internal and external audits
· To be outward looking and ensure that the Association’s Asset and Investment teams seek continuous improvement and learn from best practice from within and outside the sector.
· Produce clear and concise reports for the Senior Management Team and Board to facilitate appropriate strategic decisions.
· Actively seek ways to engage customers in shaping and influencing our services, seek and use feedback, including working positively to support our tenant scrutiny group and Registered Tenants Organisations.
Corporate Responsibility
· To be a member of the Association’s Senior Management Team, acting as a role model for the Asset and Neighbourhood teams, living our values on a day to day basis.
· Ensure compliance with all regulatory, statutory and legal requirements and other directives

· To support the Senior Management Team in the development and review of our Corporate and Annual Delivery Plans and Financial Business Plan and ensure risks are identified, managed and mitigated effectively.
