Job Overview
As Contracts Officer, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the ICB footprints. The role will require the postholder to provide leadership for the commissioning of medical and secondary dental service in support of the NHS Long Term plan. Utilising ‘Neighbourhood, Place and System’, the postholder will champion collaborative commissioning, focusing on developing and commissioning integrated services that support patients to manage their own care, prevent ill-health, and access services in the most appropriate setting.
The Primary Care Commissioning Team is responsible for the provision of pharmaceutical, dental, and optometry services.
This post will work within the East sub-region of Midlands: Derbyshire, Nottinghamshire, Lincolnshire, Leicestershire & Rutland and Northamptonshire (5) Integrated Care Board (ICB) footprints, 11 local authority areas, 18 Clinical Commissioning Groups and has a population of 4.7 million (plus Northants).
Main Duties of the Job
Improving Quality and Outcomes
* To work with the ICS/ICB to provide advice, insight and support to improving the quality, experience and outcomes for patients.
* To work collaboratively across the Nottingham and Nottinghamshire ICB matrix.
* To utilise local knowledge alongside national comparator data to identify opportunities to improve quality and outcomes across the portfolio of commissioned services.
* Work with the ICS/ICB to identify opportunities to transform services to improve quality and outcomes.
Enabling Patient and Public Involvement
* To act as champion for patients and their interests and involve the public and patients in the policy development and decision making of Nottingham and Nottinghamshire ICB.
* To ensure all public and patient contact with the office is of the highest professional standard.
* To embed patient and public involvement within Nottingham and Nottinghamshire ICB at all levels of decision making.
* To maintain the statutory requirement to involve patients in major service changes.

Detailed Job Description and Main Responsibilities
Operational
* As a management lead working internally and externally to deliver projects, initiatives and services to time and in a cost-effective way.
* To support the identification and sharing of best practices in [discipline] to support service improvement.
* To operate in a highly political and sensitive environment.
* Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.
* Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.
* In-depth analysis, interpretation and production of complex and multiple reports.
Financial and Physical Resources
* Responsible for budgets/matching the available budget to the appropriate staff resources and projects and for ensuring that the budget breaks even, coordinating and monitoring expenditure.
* Responsible for supporting the commissioning of projects and procurement of services to support project delivery, acting in accordance with Standing Orders and Standing Financial Instruction.
* Provide financial reports to Directors and the Board as required.
* Constantly strive for value for money and greater efficiency in the use of budgets, and to ensure that they operate in recurrent financial balance year on year.
People Management
* Responsible for the day-to-day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary employee relations matters.

* Develop and deliver information sharing systems.

Planning and Organisation
* Ensure projects, services and initiatives are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required.
* Determine the strategic planning of Department or Directorate projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.
* Determine the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with Service Sector priorities.
* Determine short, medium and long-term business plans, achieving quality outcomes.
Policy and Service Development
* Carry responsibility for developing policy and procedure within own discipline/field, including briefings, commissioning, business or resources.
* Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact within Department or Directorate.
* Proposes changes to own project/service and make recommendations for other projects/service delivery.
Person Specification
Qualifications
* Educated to a degree level or equivalent level of experience of working at a level in specialist area.
Knowledge and Experience
* Extensive knowledge of how NHS services are commissioned and procured and of workforce and challenges within the NHS, particularly GP Contracting, GP Premises, Dental and Pharmacy primary care.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Experience of budgetary responsibility, including budget setting with evidence of working knowledge of financial processes.
* Experience of building effective cross-functional working relationships to drive organisational agenda.
