About the role
As Marine Compliance Manager you will report to the Chief Harbour Master and have responsibility for managing all matters relating to Marine Compliance within established standards. This includes management of the Marine SMS (MSMS) and all associated standards, as well as compliance with the Port Marine Safety Code, which covers all commercial, facilities and non-commercial/leisure activity on the Forth and Tay.
The SMS encompasses all of our ports in Scotland as well as the Port of Tilbury. You will lead on providing regular update reports for the Marine Management Team so that any issues on the Rivers Forth, Tay and Tilbury are quickly addressed and any incident or near misses are investigated in a timely manner.
This is a hybrid role, based at the Port of Grangemouth however travel across our other Scottish ports and the Port of Tilbury will also be required.
Some of your other key responsibilities will include:
1. Ensure the Harbour Masters, Marine Managers and Deputies are managing and complying with the requirements of the MSMS, as deemed necessary by the Port Marine Safety Code. Report any anomalies to the CHM
2. Take a lead role in our Emergency Planning activity to ensure all emergency plans are up-to-date, fully tested and comply with the relevant legislation. Organise and participate in all stakeholder meetings. Enable Forth Ports Limited to meet their responsibilities with respect to production, development and revision of Emergency Plans for the Firth of Forth and River Tay
3. Keep Estuarial Contingency Plans fully updated, by conducting periodic reviews and making any necessary amendments. Report any issues/non-compliances to the CHM for action
4. Assist relevant stakeholders with keeping their emergency plans updated, tested and in compliance with the relevant legislation
5. Arrange for reports on the performance of the SMS to be available to Senior Management for review and use as a basis for improvement to the SMS
6. Oversee the audit function of the Marine Department and issuing of licences for Marine Operations and Towage. Arrange the programme and procedures for undertaking periodic SMS audits.
7. Monitor and liaise with facilities, small harbours and leisure traffic, ensuring obligations with the PMSC are met
8. Receive and maintain records of pollution, navigation and marine incidents from FTNS and arrange allocation to the correct stakeholders whilst ensuring these are closed out within the required timescales
What are we looking for?
9. STCW certification or Port related qualifications and/or demonstrated SMS compliance management experience
10. A sound knowledge of the Port Marine Safety Code and SHEQ Management systems
11. Excellent planning, communication and analytical skills
12. Ability to prioritise work tasks in an often changing port environment whilst demonstrating a positive attitude and the flexibility to be able to meet these challenges
13. Good IT skills, including MS Suite
14. Full UK driving licence
