A fantastic opportunity has arisen for a forward-thinking, experienced and motivated Housing Leasehold Manager within Asset Management (Housing).
Asset Management (Housing) is responsible for the strategic direction, management, and delivery of all repairs, maintenance and investment to Council homes and neighbourhoods including circa 2,700 leasehold properties.
This key role is responsible for leading and managing an efficient, customer-focused Housing leasehold management service, to maximise performance and seek continuous improvement.
The post holder will be required to lead and develop a team to deliver key council priorities and continuously improve the offer to customers ensuring all new leasehold policies, procedures and case law are adhered to.
The post holder will be responsible for the delivery of quality leasehold management services that meets statutory requirements, ensures that annual service charges are calculated and charged accurately and that Service charge accounts are monitored ensuring prompt recovery action and undertakes S20 Consultation in accordance with the procedures and timescales laid down in the legislation, issuing notices and supporting information as required.
The role involves managing the communications required to leaseholders, across Housing Leeds, to senior managers, councillors, and wider stakeholders whilst managing, motivating, and empowering a team within Asset Management (Housing).
The role is a 37 hour/5 day week although other flexible working patterns will be considered.
The position carries a range of attractive benefits which include a pension scheme, 26 days holiday rising to 31 days after 5 years’ service and statutory bank holidays.

Job Description
Job purpose: To lead and manage an efficient, customer-focused housing leasehold management service, to maximise performance and seek continuous improvement.
Responsibilities
* Ensure the delivery of the leasehold management services meets statutory requirements.
* Lead and develop the Leasehold Team ensuring that annual service charges are calculated and charged accurately and that Service charge accounts are monitored ensuring prompt recovery action.
* Be responsible for the preparation of any supporting information and evidence to assist with the instigation of legal action for the recovery of service charge arrears.
* Ensure S20 Consultation is carried out in accordance with the procedures and timescales laid down in the legislation.
* Manage and develop staff to deliver key council priorities and continuously improve the offer to customers ensuring all new leasehold policies, procedures and case law are adhered to.
* Ensure all areas of housing comply with their requirements when planning and procuring works to minimise delays and financial pressure on the HRA.
* Identify operational problems and develop solutions.
* Monitor records and collate and provide financial information/updates on a regular basis.
* Have an in-depth knowledge of the Councils financial regulations.
* Develop positive working relationships with other teams and departments both within the Council and externally to ensure the delivery of high-quality services for Leaseholders.
* Develop and implement a service improvement plan.
* Lead on the development, review and improvement of policies and strategies in line with current legislation, best practice and lessons learned.
* Promote involvement opportunities to Leaseholders and support the creation of a Registered (Leasehold) Tenants Association.
* Work within a political environment to maintain an effective relationship with local Councillors and M.Ps.

Qualifications
Qualified to ATPI (Level 3) or have equivalent relevant experience and be willing to work towards this qualification.

* A working knowledge of legislation relating to the management of residential leasehold properties.
* Knowledge of current social housing and issues affecting the sector.
* Detailed knowledge of current housing legislation and policies.
* An understanding of key stakeholders, partners and third sector organisations.
* Recent experience of managing teams in a housing-related context including motivation and staff development.
* Experience of managing varied and complex projects.
* Experience of managing resources within defined budgets.
* Experience of developing effective working relationships with residents and key stakeholders to achieve defined outcomes.
* Experience of using performance information to deliver excellent operational outcomes.
* Experience of managing competing priorities and adapting to changing circumstances.
* Experience of undertaking complex service reviews.
