Job Title: Highways Operations Manager
Location: Weston-Super-Mare
Salary: £45,000 per annum
Hours: Monday – Friday 7:30am – 4:30pm £45,000+

The role holder, reporting directly to the Contract Manager, will be responsible for managing supervisory staff and the operational service delivery of Highway Cyclical and Reactive Maintenance services operated on behalf of the client. The role will directly manage teams delivering winter and reactive maintenance, drainage cleansing and repair, emergency response services, and road signage and line markings.
Principal Duties and Responsibilities:
1. Ensure that supervisory and operational teams deliver on all the specified requirements of the services. Work with the Contract Manager to determine programme management of all core service works.
2. Ensure that all incidents are investigated in a timely manner and oversee all insurance and reporting requirements.
3. Manage services to ensure that efficiency levels are continuously improved upon, bringing value-added financial performance to the Company.
4. Work with the Contract Manager to develop and implement innovative new commercial opportunities which continuously improve on the financial performance of the Company.
5. To ensure that all line reports and their teams are inducted and trained appropriately on an ongoing basis, appraised, and given opportunities to succeed.
6. Ensure that all Company policies and procedures and legal obligations are understood and adhered to by all members of staff. Including conducting disciplinaries up to and including dismissals.
7. Support the Contract Manager in developing and maintaining excellent working relationships with the Client and internal/external customers.
8. Attendance at Client/customer meetings as required. Ensure that all reports required as part of the Contract are delivered in time for meetings and any follow up actions are completed in a timely manner.
9. Ensure all records and systems are maintained for the effective and compliant operation of the Company. Follow procedures and best practice to ensure audit compliance and ISO accreditations are maintained.
10. Support the Contract Manager to ensure that all financial/ budgeted targets are achieved for the Contract including but not limited to overtime, staff numbers and revenue.
11. Undertake Transport Manager duties for the service ensuring driver and vehicle maintenance compliance, and defect resolution. Work with the Fleet Department to ensure sufficient mobile plant and vehicle allocation for the Services.
12. Oversee operational delivery against the Winter Maintenance Plan and assure effectiveness of on-call driver pool.
13. Manage the efficient and effective Reactive Maintenance service delivery including pot-hole repair and patching, kerbing and channel replacement, replacing/bedding ironwork, gully cover and manhole replacement, and sign replacement work.
14. Management of a sufficiently resourced and skilled on-call team including operational response 24/7 365 to incidents including weather events, road traffic incidents, emergencies, flooding, and the removal of obstructions or spillages on the highway network.
15. Work effectively with supply chain relationships for the delivery of sub-contracted elements of the services including traffic management, drainage CCTV and jetting, line marking, and supply of materials and equipment.
16. Work with the SHEQ team to develop appropriate KPI’s and ensure delivery to satisfactory levels as required by the Operations Director and to support their development as required due to changes or improvements required.
17. Deputise for the Contract Manager or the role’s line reports in their absence.
Essential:
18. IOSH Managing Safely qualification
Experience:
19. Proven professional and/or industry experience.
20. Experience managing sub contractors and supply chain.
21. People management including experience of HR processes.
22. Proven track record of working to specified service KPI targets.
23. Proven operational management or supervisory experience in Highways discipline.
Technical:
24. Knowledge and application of Health, Safety and Environmental legislation.
25. Good geographical awareness of industry supply chain in Southwest
26. Excellent understanding of English local authorities statutory Highways duties.
Skills:
27. IT literate including Microsoft
28. Office suite and business systems.
29. Excellent organisational, time management and planning skills
30. Ability to influence and persuade.
31. Ability to deal with conflict and manage appropriate outcomes.
32. Able to communicate at all levels verbally and in written form
