The regional head of Risk & Control will represent MSS Tech to mitigate and face off to a number of external regulators, which set and enforce market regulations, including investigating breaches of rules and market misconduct.
The role holder will provide risk and control subject matter expertise and is the principal point of contact for all MSS Tech related risk and control management activity across MSS Tech regional asset classes heads/teams supporting the Global Markets, Securities Services businesses, which contribute significantly to MSS P&L, and are inherently exposed to high technology risks.
This role is responsible for regulatory and compliance of Tech delivery teams and face off to the investment banking regulators, in 4 out of 5 of the most revenue / PBT contributing markets, in the Group for the MSS business.
Job Requirements:
* Working internally across asset classes, with CCO Tech and risk stewards to determine the risk appetite, operate Group controls, help design federated controls and validate effectiveness of internal HSBC governance.
* Supporting the Manager in Charge regime that has been established to help HSBC meet regulatory requirements.
* Being the key contributor to extensive governance and reporting obligations for MSS, licensed corps, HBEU, Securities entities.
* Being a significant contributor to IT control execution and governance for MSS, especially critical due to execution risk with MSS and MSS Tech org changes.
* Supporting the assessment and articulation of residual risk in regional MSS business based on global issues impacting the Technology control environment.
* Being the key contributor for MSS Tech to support transparency and awareness of MSS Tech risk and control environment and impact on Europe entities non-financial risk profile.
* Driving identification and read across of issues impacting MSS resilience risk and key contributor to incident review and strategic resolution to maintain operational resilience of MSS Tech services to the business and customers.
* Being the key contributor to support the regional MSS CIO to embed Non-Financial Risk Management across MSS Tech asset classes and teams. Includes educating IT teams on Group Policy & Frameworks to embed a culture of control risk management and conduct.
* Key face off for regional MSS Tech with 2LOD and 3LOD, supporting reviews and audits where MSS Tech are in scope.
* Escalating regional risks with global impact, working with the MSS CIO and MSS Technology Control to design and propose remediation as needed.
Qualification and Skills:
* Strong regulatory and compliance knowledge and experience within the financial services sector
* Strong interpersonal skills – ability to influence, lead and drive teams to deliver. Demonstrate good judgement and a high level of communication skills to achieve effective stakeholder management.
* Very strong knowledge of the external environment – regulatory, political, competitors, innovation etc.
* Experience with dealing with external fintech regulatory bodies as well as industry forums
