Job Description:
An exciting opportunity has arisen for this vacancy within the Private Sector Housing Team. You will regulate private sector housing in Dacorum and where required lead on enforcement action against landlords and liable parties with the aim to raise standards. This role will also support landlords and tenants in the private rented sector to understand their rights and responsibilities and play a key role in preventing homelessness.
You will be required to carry out inspections and fulfil statutory duties relating to private sector dwellings including houses in multiple occupation to ensure adequate standards are met. Establish property conditions and in particular identify category 1 or category 2 hazards and the most appropriate course of action in case work with regards to Housing Health and Safety Rating System assessment, the enforcement policy of the council and legislative powers. You will also provide guidance, support and mentoring to a team of officers regarding casework and legislation. You will lead on PACE interviews and court work as required.
The role includes immigration visits, HHSRS inspections, HMO inspections, HMO licensing, empty homes work, enforcement action as well as leading on proactive initiatives. The role will also include you taking appropriate action, including prohibition orders, notices, civil penalties and prosecutions, when landlords and/or liable parties have failed to comply with legal responsibilities or breached license requirements required.
You will have excellent written and oral communication skills and the ability to achieve defined performance targets. Support the Assistant Director and Team Leader as part of the service team, in delivering the corporate vision, values and strategic priorities of the Council. Work in collaboration with other services and senior management to ensure that services are joined up appropriately and are aligned to the achievement of the Council’s aims and objectives.
