Job Summary
This position exists to serve as an expert in guiding and coordinating district personnel and local agencies through the “Cost Participation and Maintenance Responsibilities with Local Units of Government Policy” (hereinafter “Policy”); and to act as a liaison between the District and Central Office Municipal Agreements Section. Responsibilities include the development and administration of agreements for the purposes of program delivery and maintenance operations.
* Act under the guidance of the Principal Engineer to serve as a district expert on the Policy guidance, project coordination, agreement writing and processing.
* Prepare Maintenance Agreements, MOU’s, LOI’s, project resolutions, joint powers agreements, partnership agreements and other project documents as assigned.
* Track and record agreement status; complete agreement close-out process; record and file agreement documents.
* Prepare Emergency Relief documentation to obtain Federal Aide Emergency Relief funding in accordance with federal requirements.
Qualifications
Minimum Qualifications
Experience:
To qualify, Transportation Program Specialist 2 applicants must meet all the following:
Two (2) years of professional level experience demonstrating:
* Communication and writing skills sufficient to produce professional letters; employ in-person, phone, and email communication etiquette; and draft agreement language that is clear and concise.
* Negotiation and decision-making skills sufficient to develop successful agreements.
* Math skills sufficient for computing percentage, item costs and quantities.
* Computer applications including word processing and spreadsheets (Such as MS Office: Word, Excel, Power Point, email, and other computer programs necessary for the work).
Education:
* A Bachelor’s or Master’s degree in Business, Accounting, or Paralegal or closely related degree substitutes for one (1) year of professional experience.
Preferred Qualifications
* Knowledge of legal principles and guidelines pertaining to contracts and agreements and related documents.
* Experience maintaining detailed records and completing agreements.
* Utilize PACER, eDOCs and P6 software to manage the agreement process.
