Job description
The Workplace Services directorate is responsible for delivering programmes and operational services supporting the GPAs vision to create a transformed, shared, sustainable and value for money government estate supporting civil servants to work productively in every nation and region of the UK.�
The Head of Performance Management is a key member of the directorate�s senior leadership team, reporting to the Workplace Services Deputy Director Portfolio Management and will lead the team that supports the operational requirement for data and information and the continuous improvement of service delivery and optimisation of asset utilisation. The team collates, integrates and analyses data from a variety of sources to drive continuous improvement in services and customer and client satisfaction and provides insight to influence future design, ensuring the integrity of digital and data tools provided to support our work and the effective deployment and exploitation of those tools across the directorate. The team will also undertake performance analysis, supported by the centralised team in Data and Technology.
Key Responsibilities:��
1. Act as the pivotal point of contact for operational data and provide analysis and direction to drive optimisation of asset utilisation through the use of real time occupation, partner service and environmental data sources.
2. Working with the Performance Partner to bring together multiple data sources, enabling WS to gain deeper insights and actionable intelligence to drive strategic, informed decision making and the continuous improvement of service delivery.
3. To champion innovation in the delivery of services, responding to environmental changes, changing customer expectations and leading the debate (including contributing to the achievement of the GPA Data & Technology Strategy).
4. Manage WS innovation activities around smart/intelligent buildings prioritising key activities to ensure optimal efficiencies are met and building performance measured.
5. Ensure customer satisfaction is maintained at the highest standard collaborating with the WE Insight team and Leesman as required.
6. Maintain commercial oversight and management of Performance Partner (PP) contract to maintain the highest level of compliance and client satisfaction.�
7. Manage the PP and IWMS contracts in line with contract requirements, ensuring all KPIs and compliance targets are met.
8. Conduct contractual monitoring using the IWMS reporting system, identifying and initiating remedies for contract performance issues and highlighting any commercial risks.
9. Provide leadership and effective day-to-day management of the Workplace Services Performance Management team encouraging collaboration with all WS functions.
Support Deputy Director Portfolio Management to anticipate and plan future Workplace Services solutions and to lead the change needed to ensure that the directorate is continually improving and supports delivery of the GPA strategy.
Person specification
Essential experience
Must have extensive contract management experience.
Must have experience of leading and managing projects, ideally within a workplace services environment.
Must have knowledge and experience of workplace services performance management, such as the Commercial framework they operate under and typical IT systems used within the industry.
Must have prior exposure of working in a data driven industry or consultancy working within industry. Must have proven experience of working with large and complex data sets; including analysing, interpreting and presenting data and insights, and generating meaningful outputs.
Must have previous leadership experience.
