JOB TITLE: Pre-Construction Manager Civils. REPORTS TO: Head of Pre-Construction Civils. FUNCTION: Power. SALARY: £60,000 - £65,000. Location – PB – 4 days Vehicle Allowance Bonus etc. JOB PURPOSE: Working in the Pre-Construction Department (Power) predominantly planning and designing cable routes, customer connections, managing feasibility studies/reports, producing paving schedules, managing tender programmes and supporting the estimating team. PRINCIPAL ACCOUNTABILITIES: 1. Supporting the pre-construction/bid team at tender stage, providing them with route surveys, paving schedules and tender programmes 2. Manage and assist in feasibility studies surveys/reports and communicate the progress of the project with regards to time, cost and quality at the highest level within the company and the client organisation. 3. Preparing, updating and inputting information to MS Project Reports. 4. Production of reports, presentations and drawings/designs as required. 5. Production of Scope of Works Method Statements and Risk Assessments. 6. Preparing Job Packs from site surveys for preparation of private wayleaves documents. 7. Cable pack design-Straight Line Diagrams, Public Infrastructure Access Documentation. 8. Creating register of Special Engineering Difficulties (SEDs) and liaising with necessary Authorities to agree working methods and procedures. 9. Be prepared to be both site and office based to lead all aspects of pre-construction activity. 10. Ensure all legal and statutory requirements associated with operational and commercial works are met. In particular actions necessary to meet the requirements of the New Road & Streetworks Act, Electricity at Work Act and distribution safety rules. 11. Liaison with Highways Authorities, Clients and their clients, Utilities Representatives and internal colleagues. 12. Promotion and implementation of SQE policies and procedures. 13. Ensure that all health safety quality and environmental requirements pertaining to the project are in place and monitored. 14. Encourage the reporting of near misses. 15. Participation in delivery of site safety briefings and toolbox talks. 16. Understand the contractual obligations of the project to ensure full compliance with the client’s requirements and manage the documentation in a professional manner which gives clarity to anyone wishing to understand exactly where the project is at any given point in time. 17. Assist in other aspects of the department necessary for the successful completion of a project and manage the high-level issues with regards to the supply chain and ensure the efficient management of suppliers and sub-contractors to ensure the project targets are met. NATURE AND SCOPE: Working closely with the Head of Pre-Construction Civils Operations key responsibility will be to deliver pre-construction activity within clearly defined time and budgetary constraints, to a specification given by the client. Design of EHV Cable routes is a primary function of this role, although cables calculations and cross section designs will be carried by an electrical designer. Management of both a direct staff team and contractors is an essential part of this role whereby safety is paramount together with statutory obligations associated with NRSWA requirements. Management of plant call off and delivery such as switchgear, transformers and cable will also form part of the role. The financial budget associated with each project will require management to ensure profit is maximised wherever possible. The job holder would need to be self motivated and proficient in basic IT skills. On site visits would be required to attend customer meetings and understand on site issues routes and paving schedules. The job holder will need to have excellent people management and communication skills in order to coach, motivate and develop staff together with interacting with all stakeholders at the highest levels. The job requires the postholder to be able to demonstrate recent relevant experience within the Civils industry. Lastly the post requires the understanding of current CDM regulations in order to provide a service expected by many of the blue-chip clients. Qualifications: • NRSWA Supervisors Ticket. • CITB or equivalent in site safety management (SSSTS). • CSCS Card for appropriate level of responsibility/competency. • Minimum 2 years’ experience in project manager’s position. • HSG47. • Competent in use of MS Word, MS Project, Excel, and Office Outlook. • Full UK Driving License
