Job Role: Fly Tipping Enforcement Officer
Hours: On average 45 hours per week, 5 set days, to include 1 weekend day 06:00am - 15:00pm.
Pay Rate: £13.50 per hour.

What the role is:
The Environmental Enforcement Officer plays a crucial role in maintaining public health, safety, and environmental standards by enforcing environmental laws and regulations. This position involves investigating environmental violations, issuing warnings, fines, or citations, and educating the public about environmental responsibilities. The officer will work closely with local authorities, businesses, and residents to promote compliance and help reduce environmental crimes such as littering, fly-tipping, and pollution.
Key Responsibilities:
Environmental Law Enforcement:
* Attend fly-tip incidents across the borough in coordination with street cleansing teams.
* Collect and record evidence in accordance with legal and environmental enforcement procedures.
* Conduct interviews under caution (PACE) with individuals suspected of illegal waste disposal.
* Liaise with internal departments, external partners, and the public to gather intelligence.
Issuing Fines and Notices:
* Issue fixed penalty notices (FPNs) and citations to individuals or businesses for non-compliance with environmental laws.
* Prepare and serve legal documents, including warning notices and fines, in accordance with local laws.
* Conduct follow-up visits to ensure compliance with issued notices and take further action if necessary.
* Prepare enforcement case files and statements to support prosecutions or Fixed Penalty Notices (FPNs).
Investigation and Reporting:
* Investigate environmental offenses such as illegal dumping, abandoned vehicles, and unlawful waste disposal by gathering evidence, interviewing witnesses, and preparing case files.
* Use surveillance equipment, including cameras, to monitor and collect evidence of environmental crimes.
* Report findings to senior management and collaborate with legal teams to pursue prosecutions when necessary.
* Strong observational and analytical skills.
Court Proceedings and Legal Support:
* Prepare case files for prosecution, including collecting evidence, photographs, and witness statements.
* Input data and maintain accurate records of investigations and outcomes.
* Attend court proceedings and present evidence as required to support legal action against environmental offenders.
* Represent the Council in court if necessary.
* Promote public awareness and deterrents around fly-tipping through engagement and education.
* Ability to conduct formal interviews under caution and handle sensitive information with discretion.
Communication: Express information clearly and concisely to ensure understanding.
Flexibility: Adapt to change and work effectively in various situations and weather conditions.
Learning and Development: Participate in our training course to gain insight into daily duties, current legislation, communication, and interaction aspects of the role, earning a recognized qualification in environmental awareness.
