An exciting leadership opportunity is available for a Lead Regulatory Outputs Analyst. Reporting to the RIIO-ED2 Regulation Manager and leading a team of 3 regulatory analysts and specialists, the post-holder will play a lead and influential role in producing a variety of regulatory reporting and submissions required both by Ofgem and for internal use, accelerating analysis-driven regulatory decision making from an engineering perspective within National Grid Electricity Distribution (NGED) to achieve an optimum outcome on price controls. This is a new role that will need you to establish new ways of working for Regulation as NGED evolves its organisational structure. Showcasing your excellent relationship building abilities you will form effective working relationships with NGED senior leaders and teams including Asset Management and DSO, and the post-holder will work as the Engineering lead within the RIIO-ED2 Regulation team. You’ll be preferably based at one of our offices in Castle Donington, Bristol or Tipton, however other locations will be considered. Hybrid working is available with approximately 2 days a week in the office and the remainder from home. Main Responsibilities Lead the preparation and submission of all outputs information required by Ofgem, especially the annual Regulatory Reporting Pack (RRP) reporting and commentary, with a focus on asset and activity volume reporting Lead on identification of issues in RIGs (regulatory issues and guidance) and negotiate with Ofgem and other DNOs to resolve these and drive improvements, to ensure the comparability and consistency of all DNO reported data. Monitor and review all associated processes and information sources so as to identify changes to systems required to match changes in regulatory focus and reporting; and address these with relevant NGED teams. From these systems, effectively and efficiently produce all required data to a high standard of accuracy, continuously identifying any areas of enhancement required. Lead the annual production of the Business Plan Commitments Report for stakeholders and ensure monitoring is ongoing through the year, working with NGED senior leaders to drive performance and adherence to these commitments. Provide senior leadership with regular and accurate regulatory outputs reports and dashboards. Evaluate NGED’s performance relative to other DNOs. Ensure appropriate action is undertaken by business leads (eg where under delivery is observed). Communicate price control settlements and amendments, assess impacts on allowances and performance, advise on policy changes, design delivery strategies with relevant teams, and ensure knowledge, support and training is provided to the NGED business. Maintain detailed understanding of incentive mechanisms and be able to clearly communicate these to the NGED business. Develop, prepare and oversee a variety of annual Price Control Deliverables (PCD) reporting, re-opener submissions, Volume Driver reporting, and price control close-out reports, liaising with and challenging departments throughout NGED as required, meeting all regulatory requirements and leading on interactions with Ofgem. The Ideal Candidate The successful candidate will be able to communicate key insights and recommendations clearly and effectively at multiple levels, both in writing and orally. You will be able to work independently and proactively under pressure to tight deadlines, producing high quality outputs. You should be adaptable and able to respond to the changing nature of tasks in a regulatory environment. To be successful in this role you will have the ability to identify areas where value can be added, structuring the work required and proactively delivering this. In addition you will have demonstrable experience in managing, motivating and developing people, supporting them in the timely delivery of their designated actions. Skills required include: Excellent data management and analytical skills Excellent interpersonal skills Excellent computer skills, including spreadsheet modelling Excellent attention to detail, ensuring integrity and accuracy of analysis and reporting Ideally you will have a relevant qualification at Level 6 or higher in a related discipline or equivalent experience. Knowledge of distribution network design and operations and an understanding of NGED’s regulatory environment and utility price controls would be an advantage. If not held, you would need a demonstrable ability to build this knowledge quickly. Travel to other locations on an occasional basis forms part of the role and therefore holding a UK driving licence is beneficial.
