The Technical Support Officer role is key to ensuring Lancashire County Council meets its obligations under the Traffic Management Act 2004 and ensuring the processing of Street works permits on Lancashire's Highway Network. Whilst ensuring all financial processes relating Streetworks, Licensing and Highways Sponsorship are completed within the required timescales.
The role includes:
1. Processing Permit applications by utilities and the council operations team ensuring that the works are co-ordinated on the network
2. Undertaking various administrative functions within the street works team
3. Financial tasks, including invoicing for Streetworks permits, licences, TTRO`s and advertising.
4. Managing Highway Sponsorship sites, direct debits and queries.
As a Technical Support Officer you will contribute to the vital role of ensuring all financial aspects of highway activity is maintained and processed within a timely fashion. The role will include invoicing for digital permits, licenses and Temporary Traffic Regulation Orders. You will be required to have a strong focus on the efficient programming and delivery of Street Works and Road works, events, skips, scaffold and other activities that will occur on the highway. You will be expected to undertake the role in line with the legislative and procedural frameworks that govern the highway network.
The role will be the first point of contact for Lancashire County Councils Highways Sponsorship scheme, dealing with monthly direct debits and working closely with other internal departments to organise signage for new sponsors. The majority of the role involves raising invoices for Streetworks permits, licences and TTRO`s for works carried out on the highway as well as maintaining.
Technical Support Officers require excellent customer service skills and an ability to handle customers who can be generally unhappy about road works.
All the work undertaken as part of this role is computer based using the council's street manager interface software Symology. Experience of this software is not required as full training will be given. A high level of computer literacy is however an essential foundation for this role.
The post is a permanent full-time position (37 hours per week) based at our highway offices in Bamber Bridge or County Hall, Preston or working from home. The working hours are 8:30am to 4:30pm. The role will cover the whole of the County.
