Job summary
The Programme Director for the Property Transformation Programme role is a senior leadership role, reporting to the Senior Responsible Owner Property Transformation Programme & Director of Property Services.
Your role will involve delivering the transformation to the prison and probation estates to deliver improved Facilities Management, whilst minimising operational disruption.� Successful delivery will support better value for money for taxpayers while also developing and maintaining close working relationships with Operations, senior members of HMPPS and other key stakeholders to ensure capacity in the estate is maintained, and that it is safe, decent and secure.

Person specification
As Programme Director, you will have overall responsibility for the management of the risks and delivery of the project, including:
1. Working closely with Commercial colleagues to ensure effective contract management and value for money.
2. Provide clear leadership and strategic direction to geographically dispersed multi-disciplinary teams of circa 100+ to successfully deliver a statutory and mandatory compliant estate, while ensuring we have effective delivery mechanisms performing to the highest contracted standards, while providing the highest customer service.
3. Developing and maintaining close working relationships with Operations, senior members of HMPPS and other key stakeholders, including partner organisations.
4. Create an environment where our people can succeed, effectively leading and developing your senior management team through clear delegation of responsibilities and agreement of performance criteria.
5. Influence and manage our operating environment, including relationships with key senior stakeholders and customers to ensure that goals and objectives are established and achieved.
6. Effect positive changes to the way we work, securing commitment and buy-in and promoting a positive long-term vision to improve the delivery of PTP.
7. Providing strong leadership, influence, accountability and direction throughout the project's life.
8. Leading the PTP Programme Committee and reporting to the Programme Board, and stakeholders against the progress of the project and benefits realisation plan.
9. Contributing to the strategic direction of the Project, including the development and implementation of the business cases.
10. Managing the key strategic delivery risks.
11. Building strategic partnerships with internal and external stakeholders, breaking down silos and uncollaborative behaviour.
12. Managing senior stakeholders, gaining strong buy-in from the business and building good relationships with Senior stakeholders.
13. Managing the relationship with HMT, Cabinet Office and other assurance partners to ensure that all gates are completed successfully.
14. Being a role model as part of the Project Delivery Profession, living the MoJ values.
15. Maintaining a broad and thorough understanding of MoJ�s business including Ministerial priorities.
16. Ensuring that all areas of accountability fit within the MoJ�s/HMPPS financial envelope and that it continues to deliver efficiently and effectively for its users, while seeking appropriate sources of funding to support joint interest work with our strategic partners.
17. Championing engagement, equality and inclusion through leadership of the team; and

Qualifications
Membership of a relevant and accredited body of profession such as IWFM.
Government Property Profession (GPP) Technical Skills
The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken.
However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice.
