Job description:
We are looking for an experienced Programme Officer with knowledge and expertise in programme level monitoring to coordinate the delivery of the £32m Neath Port Talbot UK Shared Prosperity Fund programme.
The UK Shared Prosperity Fund (UKSPF) is part of the UK government’s Levelling Up Agenda and will support the UK Government’s wider commitment to level up all parts of the UK.
Local authorities have responsibility for the delivery of the Fund, and Neath Port Talbot has an allocation of over £32m, which includes funding for Multiply, an adult numeracy programme. Neath Port Talbot will use the UKSPF investment to address the challenges and maximise the opportunities in the county borough.
The UKSPF Programme Officer will be part of the Programme Management Office function to work across the Council, and with key external partners and stakeholders from private, public, third sectors, and academia to ensure the Fund is delivered effectively and compliantly.
The role involves:
* Supporting the UKSPF Programme Lead to ensure the effective and compliant delivery of the UKSPF Neath Port Talbot £32m allocation.
* Leading the programme monitoring process function of the Programme Management Office.
* Programme level output and outcome monitoring of the UKSPF programme in Neath Port Talbot.
* Undertaking due diligence processes.
* Supporting audit and assurance processes.
* Supporting the strategic anchor projects and stand-alone projects to deliver effective and compliant interventions.
* Working with the Lead Local Authority and Local Authority regional partners to ensure consistency.
You will have experience of:
* Coordinating multiple projects including claims and monitoring processes.
* The ability to prioritise workload.
* Ability to work on grant funded projects and ensuring the compliant delivery from the point of funding application to successful project closure.
You must be educated to degree level or equivalent, have extensive, relevant experience in programme level monitoring, and experience of strategic funding e.g. European Structural Funds, Welsh government or UK government funding.
