Job Summary
The Head of Technology and Data will lead and manage the department’s technology and data services, focusing on cloud infrastructure (Azure), integration, technology service architecture, and data architecture. This role includes governance of architecture models, operational monitoring, and compliance with policies, including recovery point objectives (RPO) and recovery time objectives (RTO).
The role requires managing a team, including the Deputy Head of Technology and Data, and providing oversight for projects, services, and suppliers, including SIAM partners. Responsibilities span governance of critical technology infrastructure, procurement evaluation, and ensuring ongoing compliance with security and operational standards.

Responsibilities
Scope of Responsibilities includes:
* Leadership and Strategy:
* define and implement the department’s technology and data strategy, ensuring alignment with business goals and government requirements
* lead and manage the technology and data teams, including the Deputy Head of Technology and Data
* provide strategic leadership to governance bodies, including the Technical Advisory Group (TAG), with approval authority for major projects and initiatives
* Technology Architecture:
* develop and oversee the architecture for core technologies, including Azure cloud services (IaaS and PaaS), networks, and firewalls
* ensure that architecture models are maintained using tools such as BizzDesign and ArchiMate
* approve significant technical changes through the Change Advisory Board (CAB), ensuring security, risk, and architectural alignment
* manage governance processes for BizzDesign models and technology frameworks
* Data Architecture:
* develop and maintain the department’s data architecture, ensuring integration with technology services
* implement data governance practices to ensure data quality, security, and compliance with relevant policies and regulations
* support data-related projects with architectural input to ensure scalability, performance, and data integrity
* Operational Monitoring and Compliance:
* oversee technology service monitoring and alerting, ensuring operational continuity and performance
* ensure compliance with RPO (Recovery Point Objective) and RTO (Recovery Time Objective) requirements across critical services
* implement risk management practices to identify, document, and mitigate risks related to technology services
* Service Integration and Supplier Oversight:

Person specification
Required Skills And Experience
* extensive experience in a senior technology leadership role, ideally within a government or regulated environment
* strong expertise in Azure cloud services (IaaS and PaaS), technology integration, and data architecture
* demonstrated experience with architecture modelling tools (e.g., BizzDesign) and frameworks such as ArchiMate
* knowledge of network infrastructure, firewalls, and security best practices
* experience managing complex service ecosystems, including SIAM and supplier performance management
* familiarity with operational monitoring, alerting, and compliance with RPO/RTO requirements
* leadership and stakeholder management skills, with the ability to engage technical and non-technical stakeholders
