An exciting opportunity has arisen for an exceptional senior Registered Nurse to join the Complex Care Team in Kirklees, part of the West Yorkshire Integrated Care Board. The post holder will be responsible for providing senior clinical support and leadership, advice and strategic direction to Kirklees ICB Place in the following areas:
1. Transforming Care
2. Care, Education and Treatment Reviews (Adults)
3. Host and Placing Commissioner Guidance
4. Complex Rehab Independent Sector hospital admissions for individuals with a Learning Disability and/or Autism
5. Section 117 MHA 1983 Aftercare Statutory Duties
The successful candidate will have a strong clinical background working with adults with a Learning Disability and/or Neurodiverse conditions, ideally in a hospital and a community setting. They will be used to working in a fast-paced multi-disciplinary and multi-agency arena and will be a strong leader and advocate for those we support.
Main duties of the job
The postholder will be responsible for the day-to-day line management of a small multi-disciplinary team who support WY ICB Kirklees Place to deliver against their statutory duties regarding the Mental Health Act (including Section 117 Aftercare) and the Mental Capacity Act 2005. They will also be responsible for effectively managing spend against the Team budget while continuing to commission high quality and effective care for individuals in a range of settings.
The postholder will be expected to work closely with Kirklees Council, South West Yorkshire Partnership NHS Trust, independent sector providers and other stakeholders, as well as the consolidated ICB functions of contracting, quality and finance. An ability to work independently and autonomously is a must, underpinned with an inclusive and person-centred approach.

Main Duties and Responsibilities
1. Work in partnership with key partners and stakeholders in the delivery of the Service, in particular the local Council Adult Social Care Departments and local Provider of NHS Services and VCSE to develop the strategies, projects and delivery plans that form part of the ICB Operating Framework.
2. Develop and maintain strong working relationships with partners which is cognisant of statutory responsibilities, budgetary restrictions and scope of practice.
3. Ensure close multi-agency and multi-disciplinary working across a range of organisations to ensure the individual is at the heart of all plans and performance monitoring.
4. Demonstrate a clear understanding of the commissioning arrangements and care pathways in designated service areas and maintain day to day liaison with Providers regarding the ICB requirements and keeping them informed and up-to-date about them.
5. Provide evidence based and current clinical expertise and activity to support the delivery of Transforming Care across Kirklees.
6. Ensure a comprehensive range of high quality, responsive and efficient services are designed and delivered within allocated resources.
7. Identifying new areas of service redesign and development in specific service areas that would improve quality, productivity and prevention including the development of scoping documents, business cases and project documentation as required.
8. Ensuring adherence to local and national policies and keeping up-to-date with legislation which impacts on the corporate management across Kirklees particularly in respect of own area of accountability.
9. Provide expert and skilled advice to partner organisations in the assessment, identification and delivery of care.
10. Be responsible for the appropriate delivery of Section 117 Aftercare eligibility assessment and decision-making processes in own area, and provide oversight of funding eligibility challenges and appeals.
11. Ensure attendance as required at the relevant clinical reviews and multi-disciplinary discussions and decisions for individuals placed in hospital settings, including Forensic Services to ensure that complex patients care packages are appropriate to need and the delivery of care is safe and effective.
12. Support the relevant needs assessment, design and commissioning of Services to meet the needs of the Kirklees population living with mental health, Learning Disability and/or Neurodiverse diagnoses.
13. Responsibility for delegated contractual budgets and monitoring performance against these.
14. Provide a line management function and HR responsibility for the Complex Care Team.
15. Take the clinical lead on day to day operational issues relating to the programme area, providing management and leadership to the Team Leaders in the Complex Care Team, including advice and support to the Continuing Healthcare Team when required.
16. Responsible for staff development including the setting of objectives, and agreement and supported delivery of Personal Development Plans.

Essential
* Registered Nurse
* Educated to Masters Level or equivalent experience at a senior level in the specialist area.
Desirable
* Registered Learning Disability Nurse / Mental Health Nurse
Experience
Essential
* Experience of identifying and interpreting national policy.
* Extensive knowledge of the Mental Capacity Act and DoLs.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Working knowledge of the function within a large and complex organisation.
* Significant experience of both community and hospital working and possess a sound understanding of the NHS national guidance and Mental Health Act.
* Experience of managing change and supporting change management processes.
* Significant staff Management experience.
Desirable
* Up to date knowledge of the national nursing agenda.
* Demonstrable evidence of the use of key performance indicators.
