Post Context/Post Summary Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council. The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ. The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO). J2 Targets is responsible for the production of Target Material in support of Joint Force Command (JFC) and Single Services Command (SSC) Joint Effects efforts during Peacetime Vigilance, Crisis and Maximum Level of Effort (MLE) operations. The Support Section is responsible for the analysis and production of target materials. Principal Duties The incumbent's duties are: 1. Managing all data, particularly geospatial data, within J2T which enables effective reporting, storage, exploitation of data and dissemination of intelligence. 2. Coordinate the Enterprise GIS environment with the NIFC GEOINT Team such as routine maintenance, including patching, upgrading, programming, and troubleshooting. 3. Coordinate J2T creator and editor roles on the GIS Portal with the NIFC GEOINT Team. 4. Managing geospatial geospatial and information databases to include extract, transform and load functions. 5. Identifying, evaluating, reporting, and if applicable loading new geospatial information into the Enterprise GIS; including the creation of relevant metadata. 6. Developing, implementing and managing web services and web map applications on an Enterprise GIS 7. Researching geospatial web services and application requirements within the J2T to fulfil GEOINT production requirements. 8. Developing, implementing and managing SharePoint sites and pages. 9. Developing, implementing, processing and reporting best practices relating to geospatial information management. 10. Implementing new IT solutions in order to improve information and production management. Special Requirements and Additional Duties 1. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. Essential Qualifications A. Professional/Experience 1. Trained and skilled with data manipulation and familiarity with Geodatabases, Geodata formats (ShapeFiles, Feature Layers, GeoJSON, JSON, Feature Classes), and tabular data (Csv, Xlsx, Txt). 2. Trained and skilled with scripting and/or programming (e.g. Python, JavaScript, SQL and VB/VBA). 3. Knowledge of model builder 4. Experience with Microsoft Office, Microsoft365. 5. GIS or geospatial analysis training from an accredited national organisation. 6. Geospatial software training e.g. ArcGIS, ArcPro, ArcGIS Server, Arc Portal, QGIS or other open source software. B. Education/Training Higher Secondary education and completed higher vocational training in information technology, computer science, business administration or related discipline leading to a formal technical or professional certification with 3 years post related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience. C. Language English - SLP 3333 - (Listening, Speaking, Reading and Writing) Desirable Qualifications A. Professional Experience 1. Minimum 2 years of working experience as Geospatial Data Manager with advanced GIS use, configuration and analysis experience. Professional experience working within a GEOINT or geospatial analysis function area or similar context is required. Professional experience could have been gained through employment within a commercial organization, national agency, government or military organization. B. Education/Training 1. Trained and skilled with database SQL (e.g. SQL Server, MS Access, PostgreSQL and Oracle). 2. Experience with SharePoint (SharePoint sites and Pages). 3. Knowledge of the NATO targeting cycle. 4. Training with database management systems. 5. Joint Targeting System Basic Operator Course (JTG-JT-31192) provided by Air Operations CoE (AO CoE) - CASPOA 6. NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO) 7. NATO Joint Targeting Staff (NJTS) Course (JTG-JT-2535) provided by NATO - School Oberammergau (NSO) Attributes/Competencies 1. Personal Attributes\: Diligence, teamwork, communication, problem solving, learning, reliability. 2. Professional Contacts\: The incumbent is to discuss and collaborate with all NATO, MoU Organisations, SHQ and nations involved in NATO target material production. Communicates with SHAPE J26, NCIA, targeting software program managers, and other organisations as required. 3. Contribution to Objectives\: The post will supports the tracking, and management of target material production across NATO, by the development of new tools, maintenance and improvement of current systems that improves the efficiency of management and production of target materials. REMARKS: Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension. The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
