What is the Opportunity? As the Senior Manager, Policy Governance, this role will be a 2nd Line role with the primary responsibility for RBC Bank Policy Governance and will assume full responsibility for assessing RBC Bank’s compliance with the Enterprise Policy Management framework to ensure all appropriate documentation is in place and on time as required. This role will also assess the design and effectiveness of Risk Management Policies, Standards and Procedures and ensure documentation aligned to those Policies and Standards are appropriate. This position will provide oversight and assistance as the Internal Audit liaison and will also work with RBC Bank Compliance on external audit deliverables for all of RBC Bank Risk Management. This role will also assist in delivering requests from both Enterprise and CUSO as it relates to RBC Bank Enterprise Risk and compliance with Enterprise and CUSO requirements. Collaborate with document owners within Risk Management and ensure all renewals and ad hoc update requests to procedures will be completed on time and will accurately reflect the activities being performed. This role will provide valuable input on the structure and content of the documentation by performing technical procedure writing skills to the process.
What will you do?
1. Policy Governance:
1. Responsible for assessing RBC Bank’s execution of Enterprise Policy Governance requirements to ensure RBC Bank remains in compliance. If gaps exist, notification to impacted parties, escalation committees and tracking to resolution will be required.
2. Ensures that Policies, Standards, and Procedures remain current to promote the safety and soundness of RBC Bank.
3. Manage and support Enterprise Policy in development of new Policies (Consulting with business units to determine need; providing project management support in development through approval and technical writing assistance as required).
4. Chair the monthly RBC Bank Enterprise Review and Policy Committee (EP&RC). This role will gather and send materials to the appropriate parties. If training is needed, this role will facilitate (and gather necessary Subject Matter Experts).
5. Responsible for ensuring alignment of Policies / Standards / Procedures to control inventories, and process maps / diagrams and the Enterprise Policy Governance (RP5) requirements.
6. Keep RBC Bank current on PPL enhancements, updates or policy changes effectively coordinating communication and implementation plans with all stakeholders.
7. Responsible for reporting on the Bank’s Risk Appetite and ensuring measures remain current.
2. Audit Liaison: Act as Internal and External Audit Liaison (OCC and Fed) ensuring all requests related to RBC Bank Enterprise Risk are tracked and delivered on time. This also includes ensuring that all Frameworks, Policies and Standards meet the external regulators requirements. If gaps exist, this role will ensure actions are taken and resolved.
3. Risks and Controls Oversight: Will ensure RBC Bank Operational Risk Internal Controls remain current, relative to current risks and are operating as required.
4. Optimization & Efficiency: This role demands the incumbent to imagine new ways of evaluating the effectiveness of operational processes and procedures using data and other non-traditional methods. Always looking for optimization opportunities and ways to do things simpler, faster and better.
What do you need to succeed?
* College Bachelor’s Degree or Higher
* 3+ Years Operational Risk experience with Policy responsibilities
* 5+ Years Credit / Lending experience with Policy responsibilities
* Senior level experience at large financial institution in areas of Risk Management, Policy, Compliance, Internal Audit and / or Operational Risk
* Demonstrated experience and proven results leading large scale enterprise wide projects
* Strong understanding of Policy Governance with the ability to deliver results in leading change management processes
* Experience in liaising with auditors and regulators
