About the job.
National Highways have an excellent opportunity for a Senior Regional Utilities Manager to join our Regional Investment Programme team within Major Projects. As a Senior Regional Utilities Manager, you will lead on all matters relating to Statutory Utilities to assure the commitments and strategic approach to delivering at pace, as part of the Governments Project Speed ambitions to build back better, build back greener, build back faster on National Highways' prestigious A66 Northern Trans-Pennine Project.
Within this senior role, you will set out and lead on the collaborative vision for National Highways in partnership with our external Statutory Utilities on the rapid roll-out of key infrastructure to support economic growth through an empowering, empathetic and assurance programme service delivering complex statutory utilities interactions. Your role will be challenged through significant delivery constraints such as National Parks, Ancient Monuments, Listed Building and Special Areas of Conservation along the proposed 50-mile route.
You will also draw on your recognised industry knowledge to lead on a strategic SU integration, intent and innovative delivery approaches that supports the drive for efficiencies and de-risking of the A66 start of works commitments on behalf of our Stakeholders and Government Taskforce.
Please note this is a hybrid position and can be based from any of our offices in the North West / Midlands regions however travel to attend team meetings may be required.
* Provide specialist advice on and promote all matters relating to statutory utilities, NRSWA processes (New Roads & Street Work Act).
* Provide support and expertise to the Development and Consent Order Programme Management team and project teams
* Liaise with legal services framework contract to manage specific bespoke utility works agreements
* Actively manage regional utility organisational relationships and incentivisation models moving away from transactional project-based delivery.
* Manage, maintain and support collaborative relationship building at regional and national levels with statutory utilities to improve engagement, stakeholder insight and programming opportunities.
About you.
* Professional qualified Chartered Institution of Building (CIOB), Chartered Managers Institute (CMI), Institution of Civil Engineers (ICE), Royal Institute of Chartered Surveyors (RICS). Working towards professional membership will be considered.
* Extensive experience in project or programme management within the Utilities sector.
* Extensive understanding and application in a project environment of New Roads & Street Work Act.
* Experienced in delivering Highways Act and Planning Act Orders in relation to Utility Works.
* Well-rounded knowledge and understanding of utility construction, innovation and activities especially with respect to CDM Regulations across main disciplines including water, gas and electricity.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
